This thesis compares the library legislation in Sweden and Kosovo. Not much is written regarding Kosovo and the library system. Therefore, this study aims to contribute to the country’s research by examining its legislation and contrasting it with Sweden’s legislation. The method used is a comparative research design. The two countries' legislation is presented in its entirety and then compared and contrasted using comparative law as a tool of analysis. The findings show that while the laws are structurally similar, there are many differences between them. Two perspectives can be drawn from the analysis: Sweden’s library legislation has a more user-centered perspective, whilst Kosovo’s legislation has a more administrative perspective. The analysis also shows that factors such as history, ethics, and customs impact the law as well.
