Abstract [en]
This study explores the use of artificial intelligence (AI) in Swedish municipalities, examining the complexities associated with the use of AI. Keyareas addressed include the motivation behind AI adoption, its impact on the organizations and the strategic and operational adjustments necessitated by legal, ethical, and technological considerations. The methodological approach includes semi-structured interviews with representatives from four municipalities, complemented by a document study of AI policies and regulations. The study reveals that economic benefits, developmental potential, societal expectations, political pressure, and technology enthusiastic employees drive municipalities to adopt AI. Municipalities anticipate AI's potential to streamline tasks, enhance operational processes, and analyze large datasets to support decision-making and create new services, thus enabling faster, better informed decisions and improved service quality. However, technological, legal, and ethical complexities, particularly regarding data security and transparency, pose significant challenges. To address these, municipalities recognize the need for developing AI usage guidelines, employee training, and harmonized interpretations of AI-related legislation within the public sector. The study contributes to the field of Library and Information Science by providing new knowledge on how municipalities navigate the complexities that canarise with the use of AI in organizations.
