The dilemma of choice : an analysis of the library's contradictory circumstances (English)
Abstract [en]

By whom, and how, shall a library’s resources be chosen and described? How do these choices relate to society? These questions in relation to Swedish public libraries constitute the essay's theoretical basis and its starting point. As the above-mentioned dilemmas are both timeless and, in relation to society, changeable, contemporary library projects aimed at developing Swedish public libraries have been analyzed. In this essay documentation from projects as part of the Swedish Arts Council’s program “Strengthened Libraries” has been analyzed. The aim is to investigate how and in what way Swedish public libraries express awareness of the dilemma of choice in contemporary project activities. Questions of how choices are justified, if power is shared and how the library’s societal and democratic mission is described, are questions that have been analyzed. Results show that none of the projects have sought to develop or change existing principles for knowledge organization. Project activities relating to the library's services, and to increase the citizens' trust in the library as such, the libraries have sought external impressions from citizens as well as external organizations. The libraries have also invited citizens and external organizations to provide views on existing operations. To a very little extent the libraries, however, have shared power over project decisions.
