Decision support for sustainable cloud service procurement – a criteria-based model (English)
Abstract [sv]

Abstract [en]

Cloud services have become standard infrastructure for data storage and digital services, yet their rapid growth generates a significant and often invisible environmental impact. Existing circular economy frameworks are largely designed for physical material flows and lack adaptation to digital services, making systematic sustainability assessment challenging when selecting cloud service providers. This study applies Design Science Research (DSR) to develop and evaluate a criteria-based decision support model for sustainable cloud service procurement. The model is grounded in the ReSOLVE Framework, an established circular economy framework, whose six principles have been operationalized into concrete, weighted criteria adapted to a cloud service context. Five design principles (DP1–DP5) were formulated through a literature review and served as normative guidelines for the model's design.

The model was evaluated through six semi-structured interviews with respondents in leading IT positions across private and public sector organizations. The interview material was analysed thematically, resulting in five themes: perceived relevance and recognition, practical usability, information access and transparency, economic drivers of sustainability, and improvement suggestions for future iterations. The evaluation indicates that the model is perceived as relevant and potentially useful, but that it currently lacks a clear recommendation layer and the ability to adapt to organizational context. Based on the empirical findings, the design principles were revised, and a sixth principle (DP6) was added to enable context-based evaluations. The study contributes theoretically by demonstrating how the ReSOLVE Framework can be applied in a digital context, and practically by offering a structured decision support tool that can be integrated into existing procurement processes. Keywords:
