As accessible as possible, as restricted as necessary : An interview study examining the balance between accessibility and confidentiality in municipal cloud services. (English)
Abstract [sv]

Abstract [en]

This study examines how acting employees in a Swedish medium-sized municipality balances availability and confidentiality in the daily use of cloud services. This refers to how the municipality manages information security in a way that is both accessible and secure, in accordance with the laws and guidelines governing the Swedish public sector. The study adopts a qualitative interview study. Data were collected through semi-structured interviews with five employees from different departments within the municipality. The empirical material from the interviews was analysed using thematic analysis with an abductive approach, where theory guided the two overarching themes, Availability and Confidentiality, while categories and codes were derived from the empirical data. In total, seven categories and eleven codes were identified. Taken together, these provide an overall picture of how cloud services are used, how access rights are governed, and how laws and internal guidelines are translated into practice.

The results show that employees make daily trade-offs between availability and confidentiality, both through their own security-related behaviours and by means of technology. The two concepts are regarded as equally important, and a balanced relationship between them is therefore sought in everyday work. Balance is achieved when daily tasks can be carried out without interruption and when the right person reaches the right recipient at the right time. However, cross-functional collaboration can create additional obstacles to availability as a result of internal tensions. Cloud services promote availability but come at a price: uncertainty associated with external service providers raises questions of digital sovereignty. Together with technical and architectural solutions, knowledge of the area and core competencies are considered crucial to establish a well-functioning information security management. This also calls for strategic initiatives, targeted interventions and individualized accommodations.
