Next Step for HR : Time to Welcome AI-Chatbots to Onboarding? (English)
Abstract [sv]

Abstract [en]

As public sector organizations increasingly turn to digital solutions, the onboarding of new employees stands out as a prime area for innovation. This study explores how an AI-based chatbot could be designed to enhance the onboarding process at the Swedish public agency, Jordbruksverket. Using a design-oriented research approach (Design Science Research), the study gathered data through a combination of qualitative interviews and a supplementary survey to identify user needs, attitudes, and organizational conditions for implementation. The analysis is based on a thematic examination of six semi-structured interviews and a descriptive analysis of survey data. To interpret the findings, the study applies two key theoretical frameworks: the Technology Acceptance Model (TAM) and Organizational Readiness for Change (ORC). This allowed for an in-depth look at both individual user acceptance and the organization's preparedness for AI adoption. The results reveal a strong interest in digital support tools, particularly for improving access to information and self-service options during the initial phase of employment. However, the findings also highlight significant concerns related to the distribution of responsibility, trust in AI systems, and resistance to change within the organization. Based on these insights, the study proposes a set of design recommendations intended to guide the development of future AI supported onboarding solutions. Ultimately, this work contributes empirical knowledge on the conditions for AI acceptance in a public-sector context and provides practical guidance for designing chatbot systems that meet both user expectations and organizational realities.
