Denna studie kartlägger hur producentansvar för textil och skor (Extended Producer Responsibility, EPR) har implementerats eller planeras att implementeras i EU och Norden, med syfte att stärka kunskapsunderlaget inför utformningen av ett svenskt system. Studien har genomförts av Högskolan i Borås inom regeringsuppdraget Textile & Fashion 2030 på uppdrag av Naturvårdsverket. 

Metodiskt bygger studien på en kombination av litteraturöversikt och intervjuer med representanter från framförallt lagstiftande nivån i utvalda länder. Kartläggningen omfattar både befintlig lagstiftning och praktiska erfarenheter från implementering, med fokus på centrala frågeställningar identifierade i Naturvårdsverkets tidigare utredning. 

Resultaten visar att producentansvar för textilier utvecklas snabbt i Europa, men att systemen befinner sig i olika faser och skiljer sig åt i utformning, omfattning och styrning. Nederländerna och Lettland lyfts fram som särskilt relevanta exempel, med etablerade system som ger viktiga lärdomar. Det saknas fortfarande helt en harmoniserad implementering av det reviderade avfallsdirektivet inom EU och studien pekar på vikten av att arbeta aktivt nationellt samtidigt som fortsatt harmonisering sker inom EU så att stegvis utveckling nås.

Mot denna bakgrund rekommenderas att Sverige utvecklar ett producentansvarssystem som är i linje med europeisk praktik. Vidare betonas behovet av att bygga upp nationell kapacitet för försortering samt att möjliggöra innovation och stegvis utveckling av systemet. Studien understryker även vikten av att kombinera styrande och stödjande åtgärder för att genomföra effektiva producentansvar som svarar mot lagstiftarnas intentioner.

This study maps how Extended Producer Responsibility (EPR) for textiles and footwear has been implemented, or is planned to be implemented, across the EU and the Nordic countries, with the aim of strengthening the knowledge base for the design of a Swedish system. The study was carried out by the University of Borås within the government assignment Textile & Fashion 2030, commissioned by the Swedish Environmental Protection Agency (Naturvårdsverket). 

Methodologically, the study is based on a combination of a literature review and interviews with representatives, primarily from the legislative level, in selected countries. The mapping covers both existing legislation and practical implementation experiences, focusing on key issues identified in the Swedish Environmental Protection Agency’s previous investigation. 

The findings show that EPR for textiles is developing rapidly across Europe, but that systems are at different stages of development and vary in terms of design, scope, and governance. The Netherlands and Latvia are highlighted as particularly relevant examples, with established systems that provide valuable lessons. A harmonized implementation of the revised Waste Framework Directive has not yet been achieved across the EU, and the study points to the importance of pursuing active national development while continuing efforts toward EU-wide harmonization, allowing for a gradual and coordinated evolution of the systems.

Against this background, the study recommends that Sweden develop an EPR system that is aligned with emerging European practice. It also emphasizes the need to build national capacity for pre-sorting of collected textiles and to enable innovation and stepwise development of the system. Furthermore, the study underlines the importance of combining regulatory and supportive measures to create effective EPR schemes that fulfil the intentions of legislators.
