“Homelessness is something you choose to have in a country” : A qualitative study about library staffs' relations with people living in homelessness (English)
Abstract [en]

This study examines public library staffs’ experiences and relations with the homeless in order to better understand how they work with homeless people as a user group. A qualitative study based on semi-structured interviews with five library staff and one social worker. This was done through the theoretical lense of street-level bureaucracy from which we mainly focused on the terms discretion and coping mechanisms. Key findings from this study were that the libraries had few rules or policies regarding homeless users, which requires discretion in their daily work in order to navigate between rules, safety and care. At the same time, changes in society cause libraries to adapt to new social challenges in reactive ways which results in new tasks for the library staff.

Denna studie undersöker folkbibliotekspersonals erfarenheter av och relationer till hemlösa för att få en bättre förståelse för hur de arbetar med hemlösa som användargrupp. Studien är en kvalitativ undersökning baserad på semistrukturerade intervjuer med fem biblioteksanställda och en socialarbetare. Analysen genomfördes utifrån teorin om närbyråkrati (street-level bureaucracy), där fokus främst låg på begreppen handlingsutrymme och copingstrategier. Studiens viktigaste resultat visar att biblioteken hade få regler eller riktlinjer som specifikt rörde hemlösa användare, vilket innebär att personalen behöver använda sitt handlingsutrymme i det dagliga arbetet för att balansera mellan regler, säkerhet och omsorg. Samtidigt leder samhällsförändringar till att biblioteken på ett reaktivt sätt behöver anpassa sig till nya sociala utmaningar, vilket i sin tur resulterar i nya arbetsuppgifter för biblioteksanställda.
