Abstract [en]

Following the 2025 reform of the Swedish Education Act concerning staffed school libraries, this study examines how school libraries and school librarians are discursively constructed in policy and Swedish daily press. The aim is to analyse how school libraries and school librarians are problem represented and discursively constructed in the government proposition Stärkta skolbibliotek 2023/24:164, the Swedish Education Act (2010:800), and Swedish daily press following the reform. The study is based on a poststructuralist discourse analytical perspective inspired by Michel Foucault and applies Carol Bacchi's What's the Problem Represented to Be? (WPR) approach. The results show that the policy documents construct school libraries as solutions to societal problems related to declining reading comprehension, inequality, insufficient media and information literacy and insufficient governance. In the daily press these representations are reproduced, expanded and renegotiated through discourses concerning a reading crisis, educational inequality, professional competence, labour market imbalance and implementation problems. The analysis also shows how the school librarian is positioned both as a pedagogical expert and as a professional constrained by organizational conditions. The study highlights how policy and media constribute to the construction of school libraries as pedagogical resources, governance objects and solutions to broader societal problems following the 2025 reform.

Efter reformen om bemannade skolbibliotek som trädde i kraft 2025 undersöker denna studie hur skolbibliotek och skolbibliotekarier diskursivt konstrueras i policy och svensk dagspress. Syftet är att analysera hur skolbibliotek och skolbibliotekarier problemrepresenteras och diskursivt konstrueras i propositionen Stärkta skolbibliotek (2023/24:164), skollagen (2010:800) samt i svensk dagspress efter reformen. Studien utgår från ett poststrukturalistiskt diskursanalytiskt perspektiv inspirerat av Michel Foucault och tillämpar Carol Bacchis analysansats *What’s the Problem Represented to Be?* (WPR). Resultatet visar att policymaterialet konstruerar skolbiblioteket som en lösning på samhälleliga problem kopplade till försämrad läsförmåga, ojämlikhet, bristande medie- och informationskunnighet samt otillräcklig styrning. I dagspressen reproduceras, utvecklas och omförhandlas dessa representationer genom diskurser om läskris, utbildningsmässig ojämlikhet, professionell kompetens, obalans på arbetsmarknaden och implementeringsproblem. Analysen visar även hur skolbibliotekarien positioneras både som pedagogisk expert och som en professionell aktör begränsad av organisatoriska villkor. Studien synliggör hur policy och medier bidrar till att konstruera skolbiblioteket som en pedagogisk resurs, ett styrningsobjekt och en lösning på bredare samhälleliga problem efter 2025 års reform.
