Flera av Sveriges kommuner vill öka medborgarnas demokratiska inflytande och möjliggöra för fler sätt att påverka politiken utöver att delta i politiska val. I kommunen Borås Stad finns flera medborgarråd som ger medborgare en starkare röst och större inflytande i kommunpolitiken genom att representanter från olika medborgargrupper kan lyfta viktiga frågor som rör just dem. Studiens syfte är att undersöka medborgares deltagande och upplevelser av inflytande i lokala demokratiska processer med utgångspunkt i Borås Stads medborgarråd. Detta genom att använda den teoretiska modellen demokratikuben och en svensk anpassning av teorin. Demokratikuben är uppdelad i tre olika dimensioner som beskriver olika grader och former av deltagande och inflytande. Studien har genomförts med hjälp av metodtriangulering där datainsamlingen omfattar både observationer av medborgarråd och semistrukturerade intervjuer med deltagare från medborgarråden. Undersökningens resultat visar att deltagandet i medborgarråden varierar beroende på medborgarnas olika förutsättningar och rådens organisering. Under råden finns det inslag av både aktivt deltagande i form av samtal och diskussioner och passivt deltagande vid föreläsningsmoment. Medborgarna upplever ett relativt stort inflytande där de har möjlighet att påverka. Deltagarnas upplevelse av inflytande förstärks när återkopplingen fungerar, processerna är tydliga och när deltagarna har förståelse för hur deras förslag hanteras vidare i den kommunala beslutsprocessen. Den här studien bidrar till forskningsområdet genom att belysa specifika faktorer som påverkar medborgarnas upplevelser rörande deltagande och inflytande i samband med medborgarråden. En välfungerande struktur och engagerade deltagare är två framgångsfaktorer.  

Several Swedish municipalities want to increase citizens' democratic influence and enable additional forms of political influence beyond electoral participation. In the municipality of Borås, there are several citizens' councils that give citizens a stronger voice and greater influence in municipal politics by allowing representatives from different citizen groups to raise important issues that concern them. The purpose of the study is to examine citizens' participation and experiences of influence in local democratic processes, using the citizens' councils in the municipality of Borås as a case study. This is done by using the theoretical model Democracy Cube and a Swedish adaptation of the theory. The democracy Cube is divided into three different dimensions that describe different degrees and forms of participation and influence. The study has been carried out using methodological triangulation, where data collection includes both observations of citizens' councils and semi-structured interviews with participants from the citizens' councils. The results indicate that participation in citizens' councils varies according to citizens’ characteristics and the organizational structure of the councils. During the councils, there are elements of both active participation in the form of conversations and discussions and passive participation during lecture sessions. Citizens report experiencing a relatively high degree of influence where they have the opportunity to contribute. The participants' perceived influence is strengthened when feedback mechanisms function effectively, processes are transparent, and participants understand how their proposals are handled within the municipal decision-making process. This study contributes to the existing research by identifying specific factors that shape citizens’ experiences of participation and influence within citizens’ councils. A well-functioning structure and committed participants emerge as two key success factors.
