Abstract [sv]

Privatiseringen av den svenska skolan och införandet av friskolereformen har under flera decennier varit omtalat i både politisk och vetenskaplig debatt. Särskilt relevant är frågan om huruvida marknadsstyrning och valfrihet har lett till skillnader i utbildningskvalitet mellankommunala och fristående skolor. Syftet med denna studie är att undersöka om det finns mätbara skillnader i elevers betygsresultat och andelen legitimerade lärare mellan kommunala och fristående gymnasieskolor i Stockholms län samt analysera hur dessa kvalitetsaspekter kan relateras till skolornas styrformer samt ekonomiska förutsättningar. Studien baseras på sekundärdata från Skolverket och en enkätundersökning som skickades ut till lärare och ledning inom totalt 63 gymnasieskolor. Studien genomförs med kvantitativa metoder och analyseras utifrån New Public Management samt nyinstitutionell teori. Resultaten visar att det inte finns några statistiskt signifikanta skillnader i betygsresultat eller lärarbehörighet i relation tillskolform. Samtidigt visar enkätundersökningen att en majoritet av respondenterna upplever att styrformer och ekonomiska resurser påverkar skolans kvalitet i viss eller stor utsträckning, vilket tyder på att dessa faktorer främst påverkar hur kvalitet uppfattas snarare än att visa tydliga skillnader genom mätbar statistik.  

Abstract [en]

The privatization of Swedish schools and the introduction of the independent school reform have been talked about in both political and scientific debate for several decades. Of particular relevance is the question of whether market control and freedom of choice have led todifferences in the quality of education between municipal and independent schools. The purpose of this study is to investigate if there are measurable differences in students' grade results and the proportion of licensed teachers between municipal and independent upper secondary schools in Stockholm County and analyze how these quality aspects can be related to the schools' forms of governance and economic conditions. The study is based on secondary data from the Swedish National Agency for Education and a survey that was sent out to teachers and management in a total of 63 upper secondary schools. The study is carried out with quantitative methods and analyzed based on New Public Management and New Institutional Theory. The results show that there are no statistically significant differences in grade results or teacher qualifications in relation to school form. At the same time, the survey shows that a majority of the respondents feel that forms of governance and financial resources affect the quality of the school to some or a large extent, which indicates that these factors mainly affect how quality is perceived rather than showing clear differences through measurable statistics.
