Abstract [sv]

De senaste åren har psykisk ohälsa bland barn och unga vuxna uppmärksammats i allt större utsträckning och utgör ett växande samhällsproblem med betydande konsekvenser för såväl individen som samhället i stort. Eftersom barn tillbringar en stor del av sin tid i skolan utgör denna miljö en central arena för att främja deras utveckling. Skolan har inte enbart en akademiskfunktion utan bidrar även till att förebygga och stödja elever med psykisk ohälsa. Elevhälsans roll i detta sammanhang är viktig men trots befintlig lagstiftning kvarstår fortfarande flerautmaningar. Syftet med denna studie är att genom diskursanalys undersöka de centrala utmaningarna förelevhälsans arbete och skolans ansvar i relation till psykisk ohälsa. Studien utgår från En förbättrad elevhälsa (SOU 2025:113) och tillämpar Norman Faircloughs diskursteori samt Carol Bacchis teori och metod “What’s the problem represented to be” (WPR).Resultatet indikerar brister i elevhälsans organisering, samverkan och styrning till följd av otydlighet i skollagen och varierande förväntningar bland aktörerna. Begrepp som förebyggande, hälsofrämjande och åtgärdande arbete framstår som oklara, vilket resulterar ien obalans mellan insatser på individ-, grupp- och skolenhetsnivå. Ökade krav, stress och mobbning bland elever kan bidra till utveckling av psykisk ohälsa. Trots att psykisk hälsa betraktas som ett gemensamt ansvar för skolan och elevhälsan, saknas tillräckligaförutsättningar för att uppdraget ska kunna genomföras effektivt. Genom att granska de antaganden och konsekvenser som ligger bakomproblemframställningen kan studien belysa hur elevhälsan och skolan förväntas hantera dessa utmaningar samt vilka resurser som krävs för att möta de utmaningar som beskrivs i SOU2025:113.

 

Abstract [en]

In recent years, mental health issues among children and young adults have received increasing attention and constitute a growing societal problem with significant consequences for both individuals and society at large. As children spend a large part of their time at school, this environment represents a central arena for promoting their development. The school has not only an academic function but also contributes to preventing and supporting students experiencing mental health challenges. The role of student health services is important in this context, but despite existing legislation, several challenges remain. The purpose of this study is to examine, through discourse analysis, the central challenges facing student health services and the school’s responsibility in relation to mental health issues. The study is based on An improved student health service (SOU 2025:113) and applies Norman Fairclough’s discourse theory as well as Carol Bacchi’s theory and method “What’s the problem represented to be” (WPR).The results indicate deficiencies in the organization, collaboration, and governance of student health services due to ambiguities in the education act and varying expectations among stakeholders. Concepts such as preventive, health-promoting work and remedial work appear unclear, which leads to an imbalance between work at the individual, group, and school unit levels. Increased stress, pressure, and bullying among students can contribute to mental health issues. Although mental health is seen as a shared responsibility between the school and student health services, there are often insufficient conditions to effectively carry out thismission. By examining the assumptions and their consequences underlying the problem presentation, the study can shed light on how student health services and schools are expected to address these challenges, as well as the resources required to meet those outlined in SOU 2025:113.
