Introduction. Between 2018- 2020, Swedish public library staff were involved in the national project Digital First to strengthen their capability to support citizens in developing digital competencies. In this paper we focus on the challenges that staff and management in public and regional libraries experienced while striving to support people’s development of digital competencies.

Method. In 2019 we met with staff and managers of five public libraries in different parts of Sweden for interviews and focus groups. In 2020, 19 online interviews and 18 email questionnaires were carried out with 20 regional coordinators of the Digital First project. The two datasets were combined for a comprehensive analysis, supplemented with data from quarterly reports collected by the national coordinator of Digital First.

Analysis. We conducted a qualitative content analysis guided by the theoretical concepts of institutional logic and legitimacy.

Results. On the municipal and the regional level, library staff offered education and support to users in the development of digital skills. The respondents referred to the Swedish Library Act and to their experience of citizens’ information needs to justify the library’s involvement in these activities. However, prospective users seldom experienced a need for competency development, nor did they regard libraries as sources for help with digital skill-building. Other bodies within the municipal organization (e.g. IT departments) were also often ignorant of the library’s remit and area of expertise in digital skills.

Conclusion. Tensions were identified among the expectations laid out at a national level in policy documents, the needs that library professionals strived to meet in their local work environments, and the expectations of the public. These tensions have complicated the ongoing efforts to justify the relevance of public and regional library work in Sweden.

Folkbibliotekens tjänst Boken kommer innebär hemleverans av böcker till dem som har svårt att själva komma till biblioteket. Boken kommer har en lång historia i Sverige och finns i de flesta kommuner, men ändå är kännedomen låg och det är få som använder tjänsten. I Regionbibliotekets nya skrift Berättelsen om Boken kommer går vi på djupet och beskriver och diskuterar denna uppsökande verksamhet på allvar. Forskaren Jenny Lindberg från Bibliotekshögskolan i Borås bidrar med en studie som sätter Boken kommer i ett brett sammanhang. Såväl biblioteksmedarbetare och chefer som användare bidrar med sina röster om värdet och utmaningarna med Boken kommer.

Rapporten presenterar projektet Läsfrämjande som professionellt objekt som genomförts under 2019 av lärare och forskare vid Högskolan i Borås på uppdrag av de regionala biblioteksverksamheterna i Dalarna, Uppsala, Västmanland, Örebro, Östergötland, Jönköping och Sörmland. Projektet har delvis tillkommit som ett svar på frågor och utmaningar som identifierades i tidigare utvecklingsprojektet Dela läslust 2017. Det rymmer en fortbildningsdel i kursform, med yrkesverksamma deltagare från folkbibliotek i nämnda regioner, och en följeforskningsdel där samma deltagare ingått i en empirisk studie. I denna rapport beskrivs, analyseras och utvärderas projektets samlade resultat.

Kursen har innehållsligt behandlat praktiska erfarenheter av, och teorier om, läsning; läsfrämjande arbetsmetoder utifrån ett vidgat textbegrepp; studier om olika användargruppers medievanor; forskningsbaserade arbetssätt samt uthålligt förändringsarbete. Bredvid tre kursträffar med föreläsningar, diskussioner, workshops och muntliga presentationer, har kursen rymt tre webbseminarier. De 19 deltagarna har också bedrivit självständiga studier och skrivit ett kurspaper till stöd för sitt lärande och potentiellt även för verksamhetsutveckling på arbetsplatserna. Följeforskningen har haft analytiskt fokus på hur bibliotekens läsfrämjande arbete och dess utvecklingsmöjligheter förstås och beskrivs av kursdeltagarna. Underlaget för den löpande analysen har producerats kollektivt av högskolans representanter och, i viss mån, kursens deltagare.

Studien visar bland annat att utgångspunkten för det läsfrämjande arbetet fortfarande i hög grad är den tryckta boken medan digitala metoder och medier ofta används och beskrivs som stödfunktioner och som ett medel för ökad tillgänglighet. Av analysen framgår också att egen läsning, som metod för professionell kompetensutveckling inom det läsfrämjande området, uppfattas som fundamental men ändå är svår att hinna med i verksamheter där främjande av andras läsning står i centrum. Ytterligare en svårighet som framträder i analysen är att åstadkomma en uthållig och rättvis utvärderingspraktik kring det läsfrämjande arbetet. Avslutningsvis diskuteras projektets utfall; ett antal utmaningar identifieras och omsätts i följande strategiska förslag till verksamhetsutveckling och fortsatt forskning:

• strategisk förstärkning av det läsfrämjande arbetet med tydligare målformulering och prioritering gällande bibliotekens verksamhet;
• adekvata, kvalitativa utvärderingsformer;
• aktiva insatser för en breddning av det digitala arbetet - den traditionella mediehierarki som placerar den tryckta boken främst behöver problematiseras och balanseras;
• fortsatt regionalt, men även lokalt, stöd till deltagargruppen för att tillvarata den kompetens som utvecklats inom projektet;
• infrastrukturen för forskningsorienterat arbete (inklusive egen läsning) behöver stärkas och bli mer likvärdig mellan kommuner och arbetsplatser;
• långsiktigt utvärderande följeforskning till stöd för den professionella bibliotekspraktiken

This article reports on an empirical study of children’s librarians’ activities supporting the development of literacy among very young children. The theoretical framework stems primarily from a LIS practice-theoretical perspective where literacy is viewed as corporeal practice. The empirical material consists of a transcript from one focus-group interview with seven children’s librarians, and field notes from a series of seven documented observations of program sessions at three public libraries in Sweden. A qualitative content analysis was undertaken, and the empirical material was interpreted with an analytical focus on the concepts of literacy activities, embodiment, and literacy practices. The study shows how bodies act as sites of information and communication. Not only the bodies of the librarians but also the bodies of parents and the children acted as central sites, affecting literacy practices during library programs. The librarians express that their engagement in professional practice has resulted in a certain bodily sense for finding the right level of communicating with babies. The librarians have also learned to trust this embodied judgement as part of their professional expertise.

There is a dearth of studies on librarians’ information practices, in particular their information use. At the same time the professional field of librarianship is infused with an imperative dictating that the work of librarians should be evidence based. This paper presents an ethnographic study of academic librarians’ information use in professional practice. On the basis of the analysis, which is rooted in practice theory, it is concluded that in the academic library under investigation, information use is an ongoing practice shaped in and by the specific areas in which the work is carried out. Rather than primarily relying on evidence in terms of formal research results, the librarians in the study relate to and make use of a multitude of both formal and informal information sources.
