Abstract [en]

The publication is the result of a three-day workshop with the Swedish Institute Academy for Young Professionals (SAYP), held at the University of Gothenburg in May 2024. The workshop focused on problematic media portrayals of migration and integration in the Baltic Sea Region, the Eastern Partnership, and the Western Balkans. Using news articles from their respective countries and other printed media, participants combined theoretically-informed tools for media analysis with arts-based methods to create new works.

This work consists of deconstruction and reconstruction of media in text form, as well as a representation in the form of a collage created using arts-based methods.

The results of the workshop are presented in an (unpublished book) as well as in an exhibition format.

Abstract [en]

This thesis explores the intricacies of novel collaboration among diverse actors working towards the common goal of organizing labor market integration for foreign-born individuals. The research endeavors to understand how novel collaborations emerges and stabilizes within the public sector spotlighting the collaborative practices that develops during this evolution. Taking inspiration from Czarniawska's framework, which accentuates the translation of ideas into practice with the interplay of time and space this study employs this framework to create understanding for the multifaceted dynamics of collaboration, identity construction, and legitimacy within the context of collaboration for labour market integration. It unveils how collaborative endeavors not only address immediate challenges but also form the very essence and character of the undertaken missions. By focusing on actions and patterns of actions, the study unveils how these initiatives emerge and stabilize within the public sector. Expanding upon these insights, it underscores the significance of the practices that emerge and their role in sustaining these missions and ensuring their continued existence. These practices, encompassing mobilization, recruitment, and negotiation, collectively constitute what this study terms "space-creating collaborative practices." The study also probes into why specific missions and collaborative practices endure over time, drawing from the identified “spatial-creating collaborative practices” and the efforts expended to guarantee their persistence—referred to in this study as "Spatiotemporal work." Ultimately, the study concludes that these endeavors attribute identity and sufficient legitimacy upon the initiatives, granting them the resilience to endure. This unveils that persistence to endure does not hinge solely on the formation of a formal organization or a fixed position within a predefined organizational structure. It can also manifest as the perpetuation of practices, conceptual frameworks, or the emergence as a central actor in addressing particular questions. Furthermore, the study underscores how ambiguities in mission formulations stimulate openness to change. Initiatives persist but not always in their original form or with identical objectives due to often broadly outlined missions, affording room for interpretation and adaptation during the process of organizing the tasks at hand. In summary, this study offers valuable insights into the intricate realm of novel collaborative endeavors within the public sector. It underscores the dynamics of relations in the emergence of collaborative practices and how it can lead to enduring collaborative spaces beyond the ideas of organizations and structures, but also how these evolve in tandem with the ambitions and interests of collaborative actors causing changes from the original ideas in the missions.

Abstract [en]

Introduction: In Sweden, the care of children, now referred to as preschool, has always been acornerstone of the welfare system while also serving multiple purposes. It has evolved fromsupporting and nurturing poor children, to providing childcare that enables women to work, andnow, to offering education. But the preschool institution has never been solely focused on thechildren attending but has always been shaped by broader objectives. A variety of ideas, interests,and actors have influenced what preschool should be, both in and for Swedish society—such as aplace for integrating foreign-born women into the labor market, a space for language training, or forparental support. At the same time, the educational aspect of preschool has strengthened, leading to amore professional hierarchy, for example the professionalization of leadership of pre-schoolteachers.This contribution aims to problematize the complex governance signals that preschools mustnavigate and discuss the implications for preschool as welfare organizations, for its professions, andfor its key participants—the children. It seeks to challenge simplified views of governance, oftenillustrated by straightforward metaphors, and to contribute to the literature on preschool managementby offering perspectives on organizing, a complement with more practice-oriented discussions.

Method: The paper analyse and highlights expectations when pre-school becomes a place for otherpolicy areas such as gender and integration relating to the labor market policy showing howpreschool has never been solely about care and education for children.

Results: Child- care and pre-school has always been an arena aim to address broader societal goalsacross different policy areas. However, as preschool has become part of the educational system and aspace for teaching, public debate has increasingly emphasized preschool’s role in education and as achild’s first step into the educational system. Meanwhile, other guiding ideas and expectationsremain relevant, even if less visible in discourse.

Conclusion: We argue that the lack of studies focusing on the organizing and management inpractice of preschool diminishes understanding of its complexities. A more process-focused andcreative approach to studying preschool management would benefit the field

Abstract [sv]

Hur organiseras integration av nyanlända och andra utrikesfödda personer på den svenska arbetsmarknaden? 2018 presenterade vi en rapport där vi presenterade en genomgång av samtida initiativ för arbetsmarknadsintegration av utrikesfödda personer (dock inte nödvändigtvis initiativ som inriktar sig enbart mot denna målgrupp) – i Göteborg och omnejd (se Diedrich & Hellgren, 2018). I rapporten fann vi en mängd av initiativ som representerade den mångfald av aktiviteter som sker i organiseringen av arbetsmarknadsintegration, många vilka organiserades under kortsiktiga former och i projektform. I denna uppföljande rapport belyser vi återigen de initiativ som kan ses symbolisera det som görs i offentlig, privat och ideell sektor för att underlätta för nyanlända och andra utrikesfödda att komma in på arbetsmarknaden samt undersöker vad som skett sedan den senaste rapporten skrevs. Vi inleder rapporten med en generell bild av vad som hänt sedan 2017 fram tills nu. Därefter följer en närmare fördjupning i relation till att förstå vad som hände med den mängd projekt vi fann i första kartläggningen. Fördjupningen synliggör exempelvis aspekter som hur resultat mäts i arbetet med integrationsstöd, svårigheter med att försöka gå från projekt till ordinarie verksamhet samt utmaningarna med att stödja integration under COVID-19 pandemin. Avslutningsvis presenteras våra sammanfattande reflektioner och slutsatser.

Abstract [en]

The overall purpose of this report is to review contemporary labour market integration initiatives targeting foreign-born persons (though not necessarily such persons only). The initiatives we list here are undertaken in the Gothenburg Metropolitan Area (“Storgöteborg”) in Sweden. The review contains a map revealing the diversity of such initiatives and a more detailed description of those initiatives that can be considered representative for three sectors: the private sector, the public sector and the third (nonprofit/ community/volunteer) sector. The report also aims at initiating a discussion about the existing and/or missing connections between various initiatives and activities, and the potential consequences thereof for different groups and individuals.
