    Abstract [en]

    Purpose – The purpose of this paper is to enhance the understanding about how energy supply chains work to build resilience against exogenous security threats and thereafter what support mechanisms should be introduced or improved by the European Union. Design/methodology/approach – Five case studies and data collection from multiple sources is used to understand what exogenous security threats could lead to the disruption of oil and gas flows to Europe, how energy companies, from a supply chain perspective, are working to manage these threats and finally, how the EU may coordinate the security of the energy sector in collaboration with supply chain companies. Findings – Results show that today, oil and gas supply chains have in place a good combination of disruption strategies, including portfolio diversification, flexible contracts, transport capacity planning and safety stocks. The most relevant security threats the companies fear, include hijacking of vessels (sea piracy), but also terrorism, and wars. Finally, the study highlights that the European Union has built a comprehensive portfolio of strategies to deal with scarcity of oil and gas resources. However, these approaches are not often synchronized with supply chain strategies. Practical implications – The paper provides guidance for supply chain managers dealing with critical suppliers located in conflict environments. The paper recommends that supply chain managers fine tune their strategies in coordination with governmental actions in foreign politics, dependence reduction and crisis management. This may be achieved by closer communication with governments and potentially through the creation of a pan-European sector alliance. Originality/value – Previous research discusses the topic of supply chain resilience and supply chain risk management. However, none of these studies report on exogenous security threats and disruption strategies of oil and gas supply chains. At the same time, previous research lacks detailed studies describing the interaction between governments and energy supply chains.

    Abstract Ports are complex, multiple-stakeholder environments representing the entrance point of intercontinental sea shipments into a country. Because ports are areas where large amounts of goods converge, they play a strategic role in a country’s security and economic sustenance. Consequently different stakeholders interact to ensure that cargo handling operations are optimized and cost-effective, e.g. international shipping, logistics companies, trading communities, and regulatory bodies. In this context security threats assume a special relevance, since ports could be exploited by criminal organizations to smuggle illicit goods into a country or by terrorists planning an attack. To eliminate or mitigate these risks human resources need to be correctly trained and educated. In addition, the competent authorities need to ensure that the same level and quality of training is delivered to all port facilities providing access to a country or a continent. Unfortunately, experts believe that in the EU there is a lack of harmonization of courses and quality assurance systems. Hence, the aim of this study is to review existing regulatory frameworks and assess whether guidance is provided to harmonize security training and education in port facilities. Thereafter, based on the experience developed within other sectors, where harmonization of training and education courses in the EU has been successfully achieved, we make recommendations for improvement of the existing frameworks. The article concludes by summarizing the findings and indicating implications for managers and researchers.

    The adoption of e-Customs platforms to simultaneously ensure regulatory compliance and to facilitate trade is a major strategic issue for governments and customs administrations worldwide. It ensures a more cost-efficient usage of resources while preserving a smooth flow of goods across international borders. Hence, customs administrations are challenged to favor the introduction of IT systems that may enhance the ability to improve information sharing with the business sector, as well as with other governmental agencies. This is often not a straightforward process. As many experts point out, e-Government development projects fail commonly due to the lack of thorough understanding of administration requirements as well as barriers for implementation. Hence, the purpose of this study is to understand what factors enable or hinder the exploitation of e-Customs platforms. By means of a Systematic Literature Review (SLR), a theoretical framework is developed to identify drivers and barriers for usage of e-Government/e-Customs platforms. Thereby, a survey instrument was developed and data was collected in occasion of a World Customs Organization (WCO) Annual Council meeting, which was joined by around 400 customs delegates and officers from 178 WCO member administrations. A total of 94 questionnaires have been collected and analyzed, which gives an approximate response rate of 23% (46% considering only the 178 member administrations). The analysis of data has been performed by a combination of multivariate techniques and ANOVA. Results show that factors like cost-savings and ease of use significantly influence the usage of e-Customs platforms. On the contrary, cost-efficiency and usefulness of e-Customs platforms have no significant impacts. From the perspective of barriers preventing adoption, this paper identifies two main factors: 1) technical constraints and costs and 2) quality and trust. Both these factors significantly influence adoption of information sharing, in the context of business-customs communication.
