    Abstract [en]

    This article argues that the concept of democracy, i.e. a political system that reflects the will of the people either directly or through representatives, is never or very seldom emphasised as an essential value in cultural policy debates or in cultural policy research. Instead the concept of autonomy is often put forward as the principal value when cultural policies are debated. Autonomy is central to many democratic theories and in cultural matters it is often described as the arm’s length principle. In this article, I will lean on institutional theories to discuss and explain why democracy in the classical sense never has been put forward as an important value and why autonomy usually is. I will also undertake a critical examination of the autonomy concept, as it has been defined in cultural policy.

    Abstract [en]

    Purpose – The purpose of this paper is to analyze the role of public libraries as institutions underpinning a democratic public sphere as reasons legitimizing libraries compared to reasons that are more traditional and the actual use of libraries as public sphere arenas.

    Design/methodology/approach – A survey of representative samples of the adult population in six countries – Denmark, Sweden, Norway, Germany, Hungary and Switzerland – was undertaken.

    Findings – Legitimations related to the libraries role as a meeting place and arena for public debate are ranked as the 3 least important out of 12 possible legitimations for upholding a public library service. Libraries are, however, used extensively by the users to access citizenship information and to participate in public sphere relevant meetings.

    Originality/value – Few studies have empirically analyzed the role of libraries in upholding a democratic and sustainable public sphere. This study contributes in filling that gap.

    Samverkansmodellen har i olika sammanhang lyfts fram som en kulturpolitisk reform som ska förändra det kulturpolitiska landskapet genom att öka regionernas och landstingens inflytande över kulturpolitiken.5 Det är emellertid inte det första förslaget om decentralisering av kulturpolitiken som har presenterats. I samband med 1972 års kulturutredning och 1974 års kulturpolitiska beslut drevs frågan om ökat regionalt inflytande, och från mitten av 1990-talet och framåt har krav på så kallade regionala kulturpåsar, vilka kan ses som en typ av samverkansmodell, framförts.

    Att styra genom samverkan: Genomförandet av kultursamverkansmodellen i Jämtlands och Kronobergs län2013Report (Other academic)

    Ansvarsfördelningen mellan kommunal, regional och statlig nivå i den svenska kulturpolitiken har länge debatterats. 2009 beslöt riksdagen att en ny modell för fördelning av statliga bidrag till regional kulturverksamhet skulle inrättas. Det som kommit att kallas kultursamverkansmodellen berör i högsta grad ansvarsfördelningen mellan olika politiska nivåer och den står idag under implementering. I denna rapport studeras om och i så fall hur kultursamverkansmodellen har bidragit till att förändra den regionala och kommunala kulturpolitikens organisation och innehåll i Jämtland och Kronoberg. Studien, som fokuserar på kultursamverkansmodellen som ett uttryck för förändrad verksamhetsstyrning, vägleds av två övergripande frågeställningar:  Om och i så fall hur medför kultursamverkansmodellen en förändrad verksamhetsstyrning i Jämtland och Kronoberg, med särskilt fokus på relationen mellan regional och kommunal nivå?  Får en eventuellt förändrad verksamhetsstyrning konsekvenser för kulturpolitisk organisation och kulturpolitiska prioriteringar i Jämtland och Kronoberg och i så fall vilka? Studiens analysram utgörs av implementeringsteori och teorier om de vanligast förekommande styrningsredskap som det offentliga kan använda sig av för att genomföra politik, närmare bestämt styrning genom normbildning, organisation respektive regleringar. I studien belyses hur dessa styrningsredskap används i genomförandet av kultursamverkansmodellen. Studiens material består av dokument och intervjuer. Dokumenten utgörs huvudsakligen av kulturpolitiska styrdokument på i första hand regional och kommunal nivå, men även i viss utsträckning på statlig nivå. Semi-strukturerade intervjuer i Jämtland och Kronoberg har därtill genomförts med regionala och kommunala kulturpolitiker i ledande ställning, samt med motsvarande på tjänstemannasidan. Ett första resultat är att kultursamverkansmodellen medfört en förändrad verksamhetsstyrning i både Jämtland och Kronoberg. Denna förändring består i en förtätad dialog mellan regionala och kommunala kulturpolitiska instanser. Kultursamverkansmodellen har således bidragit till att förstärka en förändrad verksamhetsstyrning i relationen mellan regional och kommunal kulturpolitik, snarare än att modellen skapat radikalt nya former för verksamhetsstyrning. På liknande sätt har den statliga nivåns redan existerande styrning av såväl regional som kommunal kulturpolitik förstärkts snarare än radikalt förändrats; kultursamverkansmodellen har för den statliga nivån inneburit ett redskap att styra den regionala och kommunal kulturpolitiken starkare än tidigare. Ett andra resultat är att Kultursamverkansmodellens genomförande inte föranlett några förändringar i Jämtlands och Kronobergs kulturpolitiska prioriteringar. Professionell, institutionsbaserad konstnärlig verksamhet kvarstår som den regionala kulturpolitikens fokus. Detta resultat måste dock ses mot bakgrund av att modellen i de aktuella länen befinner sig i en etableringsfas, det vill säga förändringar kan eventuellt ske när modellen är inarbetad i de båda länen.

    Regional Cultural Policy in Sweden: Empirical Results, Theoretical Understandings and Consequences for Cultural Policy Research2014Conference paper (Refereed)
    Abstract [en]

    With this paper, we aim to instigate a discussion on the relevance of existing models and classifications in cultural policy research when wanting to explore regional cultural policy in Sweden. We assess the models and classifications that we deem to be most influential in English-speaking cultural policy research and find that although they have many benefits, they are not fully adequate when wanting to understand place-specific aspects and variation in regional cultural policy. We then move on to presenting findings from our own studies on Swedish regional cultural policy that make this critique relevant. We conclude with identifying the need not only for middle-range theories that are more apt when exploring local variation, but also for more empirical studies that from a comparative perspective can contribute to in-depth knowledge of the internal power structures of the cultural policy field.

    I detta paper belyser vi regional kulturpolitik i ett svenskt sammanhang, med huvudfokus på de legitimitetsproblem som denna kulturpolitik hittills uppvisat. Legitimitetsproblemen utforskas från tre olika perspektiv, där det första rör den regionala nivåns position i en nationell kontext. Det andra perspektivet riktar in sig på regionernas interna sammanhang och handlar om kulturpolitikens roll och ställning i den regionala kontexten, där legitimitet gentemot regionernas invånare står i centrum. Det tredje perspektivet är också internt och avser hur regionerna med hjälp av olika berättelser om ett regionalt mervärde försöker legitimera sin kulturpolitik. I papret försöker vi spåra orsakerna till att den regionala nivån i Sverige hittills fungerat primärt som ett instrument för att implementera statligt genererad kulturpolitik. Vi argumenterar för att svårigheterna för den regionala nivån att etablera sig som en autonom politisk aktör på det kulturpolitiska området tydligt relaterar till den regionala nivåns svårigheter med att överlag finna en förankring i en specifik och unik regional värdegemenskap.

    I denna artikel belyser vi regional kulturpolitik i Sverige, med huvudfokus på de legitimeringsproblem som denna kulturpolitik hittills uppvisat. Vårt syfte är att dels identifiera olika legitimeringsberättelser som använts för att motivera en mer självständig regional kulturpolitik, dels diskutera berättelsernas legitimitet. Vi har identifierat tre typer av legitimeringsberättelser, där den ”välfärdspolitiska berättelsen” rör både den regionala nivåns positionering i en nationell kulturpolitisk kontext och dess ställning i ett regionalt sammanhang. Regionen framställs här som den optimala platsen för att bedriva ”traditionell” kulturpolitik. Den ”essentialistiska berättelsen” gestaltar regionen som en plats med gemensam historia och kultur, medan ”nyttoberättelsen” består av olika delberättelser om hur kultur skapar regionalt mervärde i form av ekonomisk tillväxt, ökad social sammanhållning och/eller platsutveckling. Vi argumenterar för att svårigheterna för den regionala nivån att etablera sig som en autonom politisk aktör på det kulturpolitiska området tydligt relaterar till den regionala nivåns svårigheter med att överlag finna en förankring i en specifik och unik regional värdegemenskap.

    Discursive shifts in the Swedish parliament2021Conference paper (Refereed)
    Abstract [en]

    This work in progress aims to perform a comprehensive analysis of digital data publicly available from the Swedish parliament, such as motions, interpellations, and protocols from discussions in the plenum. To this end, we will use methods based on computational linguistics, such as topic modeling, word embeddings, and sentiment analysis, to identify prominent discourses corresponding to co-occurrence patterns of the words used. Using data from the early 1970s and onward, this project will involve a chronological examination of semantic and discursive changes with regard to topics such as equality, neutrality, the EU, the monarchy, immigration, climate change, and cultural policy. One research question that will be investigated in relation to this analysis is to what extent discursive changes can be detected within specific political parties, and what historical and political reasons can be posited to underlie these changes.Another research question focuses on scientometric aspects of how scholarly research is used to support claims made in the political discussion. With regard to this question, we will more specifically investigate the conceptual aspects of the texts surrounding citations (so-called citances) which will be mined for information such as what research is referred to in terms of individuals, position, disciplinary affiliations, and active research topics. In these citances, the significant content is often present as latent references that require further elucidation, together with an analysis of the sentiments expressed in the argumentation. This analysis will be further enhanced by investigating the usage of hedge terms that may indicate a level of uncertainty about the cited research.

    In this article, we present the analysis of a state-of-the-art review made as part of the Horizon 2020 EU-funded project AMASS (Acting on the Margins: Arts as SocialSculpture), which aims to address challenges of marginalisation in Europe through arts-based interventions. This study analyses researched-based materials on the social impact of the arts, theoretically underpinned by an understanding of the role of the arts in conjunction with the problematisation of social marginalisation. We found three ways to understand the social impact of the arts in the material; as a participatory means to agency and empowerment, identity and expression, and learning and development. These categories are related to analytically derived positions of marginalisation as predominantly structural- or more individual-based. Art is conceived of as a way to bridge these positions through an understanding of its educational qualities. These categories offer a fruitful but also potentially limited role of the arts in society.

    Abstract [en]

    In this article, we discuss the role of organisational reforms in Nordic cultural policy, based on a case study of the cultural cooperation model (kultursamverkansmodellen) that was implemented in Sweden in 2011. For decades, Nordic countries have opted for organisational change as a means of fulfilling principal cultural policy objectives, such as the goal of providing universal access to art and culture. However, organisational reforms have rarely led to decisive changes of such a kind and appear rather as «organising for the sake of organising». As shown in the article, the cultural cooperation model provides an ample illustration of this tendency. How can this tendency be explained and what broader lessons about mechanisms that shape cultural policy in the Nordic countries can be derived from the case of the cultural cooperation model? Inspired by the perspective of critical realism, the article formulates six hypotheses that can answer these questions. The first is that organisational reforms have come to function as a substitute for the provision of economic recourses by the government. A second hypothesis is that cultural policy objectives tend to be ascribed a symbolic value rather than to be seen as dictates for action. Our third hypothesis is that cultural policy takes place within a consensus framework that prevents substantial changes to policy. The fourth hypothesis is that cultural policy is characterized by segmented institutional structures that work against substantial changes to policy. The fifth hypothesis is that that cultural policy takes the form of a politics of recognition and that various actors’ demand for attention by the state takes precedence over other aims. The last hypothesis is that cultural policy to a low degree is subject to voter control.

    Failures in Swedish cultural policy, and why cultural policy research does not seem to care2018Conference paper (Refereed)
    Abstract [en]

    In this paper, we explore the argument that research on Swedish public cultural policy has not contributed to providing an academically sound and critical basis for assessing basic failures in Swedish cultural policy. The aim of our paper is to tentatively trace a limited selection of explanations for why this is the case and our contribution is thus perhaps best classified as belonging to the meta-study of cultural policy research. We conclude that a basic challenge for the cultural policy research field is its tendency to reproduce normative assumptions generated by cultural policy stakeholders. Research on Swedish cultural policy thus runs the risk of integrating research with the policy sector, rather than provide an autonomous knowledge basis. We argue that one important remedy would be comparative studies, between cultural policies in different countries as well as between different policy fields.

    Mapping research on the social impact of the arts: what characterises the field?2022In: Open Research Europe, E-ISSN 2732-5121, Vol. 1, no 124Article in journal (Refereed)
    Abstract [en]

    This article explores the broad and undefined research field of the social impact of the arts. The effects of art and culture are often used as justification for public funding, but the research on these interventions and their effects is unclear. Using a co-word analysis of over 10,000 articles published between 1990 and 2020, we examined the characteristics of the field as we have operationalised it through our searches. We found that since 2015 this research field has expanded and consists of different epistemologies and methodologies, summarised in largely overlapping subfields belonging to the social sciences, humanities, arts education, and arts and health/therapy. In formal or informal learning settings, studies of theatre/drama as an intervention to enhance skills, well-being, or knowledge among children are most common in our corpus. A study of the research front through the bibliographic coupling of the most cited articles in the corpus confirmed the co-word analysis and revealed new themes that together form the ground for insight into research on the social impact of the arts. This article can therefore inform discussions on the social value of culture and the arts.

    Abstract [en]

    In both Finland and Sweden, decentralisation has traditionally been an essential cultural policy aim. This article explores how, by pursuing decentralisation, the regional jurisdictions have been presented with more possibilities to fulfil their purposes and in this way, gain legitimacy in cultural policy. Based on the analysis of political, legal, and administrative documents, three main periods of regional decentralisation in cultural policies are identified: regions as vehicles of welfare policy, regionalisation, and competitive regions. In both countries, national governments have promoted the regional level’s agency, and in doing so, potential institutional change in cultural policy. However, the increase of the regional level’s role has been limited by the countries’ strongly institutionalised cultural policy systems.

    Abstract [sv]

    Föreliggande artikel är en replik på Jonas Agheds alster. Hans främsta syfte är att misskreditera våra vetenskapliga utgångspunkter, vilka enligt författaren präglas av influenser från såväl neoliberalt som högerradikalt håll. Agheds alster borde inte ha publicerats då den saknar vetenskapligt värde och inte lever upp till tidskriftens uttalade krav för en så kallad perspektivartikel. I vår artikel berör vi det stora, huvudsakligen positiva, intresse som vår studie om aktivism på offentliga bibliotek väckt samtidigt som vi bemöter Agheds ogrundade anklagelser. Agheds artikel är ett exempel bland flera andra på det destruktiva samtalsklimat som har präglat svensk biblioteks- och kulturdebatt under senare år, där angrepp på den fria och kritiska forskningen blivit legio. Att Nordisk Kulturpolitisk Tidsskrift gör sig till en plattform för denna typ av osakliga artiklar beklagar vi djupt.

    Abstract [en]

    The question of politicization of culture is usually analyzed in terms of the importance of keeping the distance between the institutions of the cultural sector and the politicians on the national, regional and local level. In this paper, we – however – turn the attention to the producers of culture themselves. Based on a problematizing approach and empirical material from the 1970s and 2010s, we raise a principal question: Is the liberty and autonomy of culture threatened by ideological motivated public servants within the institutions of the cultural sector? The central concept in the paper is political and ideological activism. In 1970s, activists in the field proclaimed that the cultural policy institutions should be instruments in the working class struggle against the capitalist society, today these concepts have been replaced by antiracism and identity politics. Three fields of cultural policy are in focus in our tentative exemplification: libraries, theaters and museums
