    Förord av Björn Brorström, Prorektor Högskolan i Borås Ett professionslärosäte bedriver utbildning och forskning på vetenskaplig grund. Vetenskapliga metoder tillämpas och framkomna resultat prövas för att säkra tillförlitlighet och relevans. Förmågan att problematisera, formulera frågor och välja lämpliga metoder för att besvara frågor är egenskaper för god forskning och utmärkande för en stark utbildnings- och forskningsmiljö. Vid ett professionslärosäte finns samtidigt en stark strävan efter att i utbildning och forskning ta till vara den kunskap och de erfarenheter som professioner besitter och därigenom säkra en hög grad av praktisk relevans. Växelverkan mellan teori och praktik och erfarenhetsutbyte mellan forskare och praktiker är ständigt pågående. Det finns ingen avslutning på processen utan den pågår utan avbrott. En nödvändig förutsättning för ett fruktbart samarbete är en ömsesidig respekt och vilja att stödja och ifrågasätta varandra. Forskaren måste vara beredd på kritik för bristen på praktisk relevans och professionsföreträdaren måste vara beredd på att förtrogenhetskunskapens lämplighet ifrågasätts. Det är en fråga om med- och mothåll från båda håll i syfte att långsiktigt utveckla teori och praktik. Det är en utmaning att utveckla, etablera och därefter kontinuerligt försvara och förbättra professionslärosätet. Ett led i utvecklingen är att inom ramen för Högskolan i Borås föra en debatt om innebörden av ett professionslärosäte och vad vi behöver göra för att förbättra verksamheten. På uppdrag av rektor Lena Nordholm har medarbetare vid Bibliotekshögskolan utvecklat och ansvarat för en seminarieserie benämnd Profession och vetenskap. Seminarierna spände över ett brett fält. En av många viktiga frågor som diskuterades flitigt var huruvida vi ska forska om professioner, i för eller med, eller kanske alltihop samtidigt. Bidragen publiceras nu i denna antologi som ges ut inom ramen för Högskolan i Borås rapportserie Vetenskap för profession. Rapporten Profession och vetenskap – idéer och strategier för ett professionslärosäte, som redigerats av universitetsadjunkt Maria Lindh, kommer att få stor betydelse inom lärosätet och i vårt samarbete med företrädare för näringsliv, kulturliv och offentlig verksamhet. Jag ser det som en intressant fortsättning att anordna ett antal seminarier med inbjudna representanter för professioner där artiklarna i denna rapport kan ligga till grund för erfarenhetsutbyte och diskussioner.

    Bildningsbegreppet har åter blivit föremål för livlig debatt. I denna rapport finns fem föreläsningar om ett bildningbegrepp för vår tid dokumenterade. Janken Myrdal skriver om de två kulturerna – humanvetenskap och naturvetenskap; Lars Calmfors diskuterar bildningsbegreppets plats i den nationalekonomiska disciplinen; Hans Ruin analyserar förhållandet mellan Wilhelm von Humboldts förståelse av översättandets problem och dennes bildningssyn; Jörgen Tholin redogör för hur Högskolan på Gotland ska bli Sveriges främsta lärosäte för modern bildning och avslutningsvis reflekterar Jan Nolin över vilka följder som övergången från tryckt till digital publicering kan få för vetenskapssamhället.

    Using an infrastructure perspective to conceptualise the visibility of school libraries in Sweden2019In: Information research, E-ISSN 1368-1613, Vol. 24, no 3Article in journal (Refereed)
    Abstract [en]

    Introduction. An emerging research area within the social sciences is infrastructure studies. This article conceptualises school libraries as an infrastructure among others, allowing for a fresh look at the role of the school library. We review and discuss what constitutes the school library as an important infrastructure at a school site.

    Method. Empirical data drawn from a qualitative interview study, including qualitative observations of Swedish school libraries was analysed using the concept of infrastructure.

    Analysis. The analysis was conducted with the support of a model including structures and arrangements of infrastructures.

    Results. A central objective of school library practices is to make the library more visible as one of the infrastructures of a school site. Different aspects of school library infrastructure can work for and against visibility.

    Conclusions. By conceptualising school libraries as an important infrastructure among others at school sites, it was possible to develop a deeper understanding of school library practices and visibility. Findings from this study contribute to the research on school libraries as contested functions within the context of schools.

    Abstract [en]

    We describe ongoing research where the aim is to apply recent results from the research field of information fusion to bibliometric analysis and information retrieval. We highlight the importance of ‘uncertainty’ within information fusion and argue that this concept is crucial also for bibliometrics and information retrieval. More specifically, we elaborate on three research strategies related to uncertainty: uncertainty management methods, explanation of uncertainty and visualization of uncertainty. We exemplify our strategies to the classical problem of author name disambiguation where we show how uncertainty can be modeled explained and visualized using information fusion. We show how an information seeker can benefit from tracing increases/decreases of uncertainty in the reasoning process. We also present how such changes can be explained for the information seeker through visualization techniques, which are employed to highlight the complexity involved in the process of modeling and managing uncertainty in bibliometric analysis. Finally we argue that a further integration of information fusion approaches in the research area of bibliometrics and information retrieval may results in new and fruitful venues of research.

    This work is part of a larger study on the effects of ebooks in small language markets. The results presented here are a study of more sophisticated technology users and an attempt to capture: (1) their domestication of ebook readers and surrounding technologies, and (2) their attitudes towards their tethered ebook applications. The goal is to better understand the sophisticated users as representatives of the early adopters who shape wider social technology adoption, interpretation and understanding.

    Abstract [en]

    Social media can be seen as a resource for increased interaction between municipal authorities and citizens. However, as authorities attempt usage of social media, practices can become entrenched in traditional regulatory frameworks that emphasize openness and transparency rather than interaction with citizens. Social media usage by authorities tends to touch upon a broad range of regulatory elements, some of which are legal in character and others that we see as embedded in the technologies themselves as well as practices developed in connection with the technologies. In this paper, 26 Swedish social media policies produced by municipalities are analyzed in order to better understand how the conflict between transparency and interaction is dealt with in practical guidelines. We are concerned with how the diversity of social media is understood and how public functions are identified. By analyzing challenges and policy strategies outlined in these documents, it becomes possible to identify four alternative foundational positions based on social media being perceived as a problem/possibility or homogeneous/heterogeneous. The general tendency in all material is that routines of command and control are established in order to create clear goals and practices for individual social media activities and thereafter to discipline social media activities to remain firmly within the intentions of the blueprint. This explicitly disallows activities to adapt to needs developing through interaction with citizens. Nevertheless, we have also found a number of participatory strategies that are either aimed at increased quality of community services or at extending the marketability of the municipal brand.

    Abstract [en]

    The concept of freedom of information has been raised to a fundamental good that permeats all aspects of modern democratic societies. The goal of this paper is to explore the role of this principle in relation to local authorities attempts to increase citizen participation via increased levels of social media usage. We argued that social media policy work raises a conflict in connection to the established norms of freedom of information and the ideological underpinnings of the technology in use. Our analysis builds on a Swedish case study and illustrates the conflict between citizen-government interaction via social media technologies and the established norms of freedom of information.

    Abstract [en]

    Three centuries have passed since copyright law was developed to stimulate creativity and promote learning. The fundamental principles still apply, despite radical developments in the technology of production and distribution of cultural material. In particular the last decades' developments and adoption of ICT's have drastically lowered barriers, which previously prevented entry into the production and distribution side of the cultural marketplace, and led to a widening of the base at which cultural production occurs and is disseminated. Additionally, digitalization has made it economically and technically feasible for users to appropriate and manipulate early works as method of production The renegotiation of barriers and the increasing number of creators who publish their works has led to an increase in copyright violations and a pressure on copyright legislation. Many of these potential violations are tolerated, in some cases have become common practice, and created social norms. Others have not been so fortunate and the law has been rigidly enforced. This arbitrary application decreases the predictability of law and forces a situation where creation relies on the tolerance of the other copyright holders. This article analyzes different cases of reuse that test the boundaries of copyright. Some of these are tolerated, others not. When regulation fails to capture the rich variation of creative reuse, it becomes difficult to predict which works will be tolerated. The analyzes suggests that as copyright becomes prohibitive, social norms, power and the values of the copyright holder dominate and not law.

    Föreliggande rapport bygger på såväl en utvärdering som en omvärldsanalys av Nordiska kulturfonden. Utvärderingsperioden sträcker sig från 1996 till 2007. I praktiken har undersökningen både varit tillbakablickande och framåtblickande. Arbetet har i stor utsträckning utgått från ett måluppfyllelseperspektiv, och genomfördes under perioden februari till oktober 2008. Omvärldsanalysen består dels av ett historiskt avsnitt, och dels av en kartläggning av aktuella trender i Fondens politiska kontext. Rapportens utvärderande del fokuserar på tre aspekter av fondens verksamhet: Fondens fördelningsprofil, arbetsformer och en studie av ett urval brukare.

    Abstract [en]

    Purpose: The article explores persuasive rhetoric in the legitimization of cloud computing by critically scrutinizing metaphorical devices utilized by leaders of the cloud industry. This article introduces a critical approach to the promotion of cloud technology.

    Design/methodology/approach: 13 video clips from YouTube.com were analysed, containing presentations and talks delivered by leaders of Google, Apple, Facebook and Amazon – four of the most influential companies within the IT industry, sometimes referred to as GAFA. With the help of conceptual metaphor theory, often-repeated metaphors for cloud technologies reveal what properties were promoted and hidden.

    Findings: GAFA mainly used the same persuasive metaphors to promote cloud computing’s positive aspects. Potentially negative or complex issues were mostly avoided. Implicitly, GAFA exerts power through the extensive dissemination of their metaphors and these are used in order to negotiate and overcome doubts about cloud computing and related technologies.

    Originality/value: This is the first study aimed at understanding the persuasive rhetoric of GAFA, seen as a uniform object of study, in the legitimization of cloud computing.

    Abstract [en]

    The aim of this study is to show how Google’s business model is concealed within Google Apps forEducation (GAFE) as well as how such a bundle is perceived within one educational organisation,consisting of approximately 30 schools. The study consists of two parts: 1) a rhetorical analysisof Google policy documents and 2) an interview study in a Swedish educational organisation.By making an implicit demarcation between the two concepts (your) ‘data’ and (collected)‘information’ Google can disguise the presence of a business model for online marketing and, atthe same time, simulate the practices and ethics of a free public service institution. This makesit problematic for Swedish schools to implement Google Apps for Education, bearing in mindGoogle’s surveillance practices for making profits on pupil’s algorithmic identities. From a frontend viewpoint of Google Apps for Education, the advantages of the services are evident to theusers, and emerge in the study, whereas back end strategies are relatively hidden.

    Abstract [en]

    The study focuses on the implications of affordances identified in Google Apps for Education (GAFE), by strategic staff within a Swedish school organisation, with responsibility for schools in around 30 municipalities. A complex picture emerged, where GAFE was perceived both as a neutral, well-functioning tool and as a means of educating in partly new ways. Furthermore, the study shows that GAFE, despite its characteristic of being a non-generative appliance, still can be used in creative ways. The implementation of cloud technology, such as GAFE, endorses a tunnel-vision affordance that downgrades more nuanced perceptions of the different technological, economical, and ethical aspects of the technology. Studying GAFE, different tensions of power emerge: Google vs. the school, IT professionals vs. teachers, management vs. teachers, teachers vs. pupils, Google vs. pupils.

    Abstract [en]

    The aim of this article is to engage with problems of sampling and completeness currently discussed within data science through the specific example of conversations in Twitter. Some of the difficulties involved in Twitter concern restrictions laid out by platform owners, restrictions that make it difficult for researchers to collect complete conversations. A contribution is made through the development of a method for collecting and analyzing follow-on conversations around a set of hashtags. This was made possible through the simultaneous tracking of a set of hashtags and prominent participants in the conversation. The full set of tweets was compared to the subset of tweets including either of the selected hashtags. Including follow-on conversation increased the set of tweets by 56% and the set of tweeting users by 17%. It is also shown that different network analysis techniques and filtering options give different results with regard to prominent users.

    Abstract [en]

    Mass participation in social networking sites and online life combined with the development of tracking technology facilitates gathering data on unprecedented scales. The uptake of data collecting during the 2010s coincided with the emergence of data science and data studies, along with critical perspectives such as critical data and critical algorithm studies. This paper explores one such critical perspective. Data Feminism merges the theories of intersectional feminism and critical data studies. Bibliometric text analysis of articles, conference papers, essays, and commentary was conducted in VOSviewer software, which found commonalities between terms within texts. The most prominent terms and keywords in the research area of Data Feminism identified in such a manner informed the close reading that followed. Six clusters of terms were identified, with the two largest clusters formed around the terms “big data” and “artificial intelligence” respectively. We also explored the boundaries, movements and centralities within the six clusters.

    Abstract [en]

    Data feminism, a way of thinking about and “doing” data utilizing feminist tools and perspectives, has emerged in recent years as a part of a critical discourse surrounding datafication. The aim of this study is to analyze and identify shared perceptions of big data as expressed in a corpus of scholarly writings published in the domain of data studies and data feminism. We analyzed a set of 44 scholarly texts engaging in feminism concerned with the concept of big data. For the purpose of this article, we refer to this set of texts as data feminism and examine how authors frame and describe big data. We compare future visions in data feminist material with policies by the European Commission and explore what tensions arise among them. Furthermore, we explore and delineate social and political alternatives that emerge from data feminist texts. Both corpora describe futures inclusive of big data and imagine possible positive outcomes from different perspectives and with different ideas of the current role of big data. We found that sociotechnical imaginaries of big data within the data feminist corpus are considerably richer and more nuanced than those of the European Commission. In the data feminist corpus, big data is described as a multiplicity of things and often implicated in perpetuating power imbalances and large societal issues. The European Commission corpus employs the perspective of “data as a resource” to be exploited.

    “You guys who download stuff illegally, don’t you ever feel guilty?”: Initial analysis of changes in practices and values among Swedish illegal file sharers 2007-20122013Conference paper (Refereed)
    Abstract [en]

    The study reports on the practices of illegal file sharing in Sweden during the period 2007-2012. More than 1.000 posts in response to the question “You guys who download stuff illegally, don’t you ever feel guilty?” where analyzed with regard to the respondents’ expressed senses of guilt, whether file sharing was right or wrong, if they buy media, together with dimensions of stakeholders and media genres. Preliminary results suggest that no changes in feelings of guilt were detected during the time period. However, more posts report to now buy media, while at there at the same time seem to be an increase in posts expressing file sharing, despite its current illegal status, is a right thing to do. A qualitative analysis is needed to further understand the complexity of current changes in file sharers justifications for what content to acquire through illegal file sharing, what they choose to pay for – and why.

    Spontaneous reactions to an anti-piracy initiative: A Youtube clip micro analysis2013Conference paper (Refereed)
    Abstract [en]

    In this case study we analyzed the traces of spontaneous reactions of Youtube users when confronted with the short clip ’You wouldn’t Steal a Car’, that was used by the Motion Picture Association of America (MPAA) to influence people not to download copyrighted material from the Internet. This film has become an important cultural icon, which to a certain degree has shaped a whole generation of film viewers. The aim of this study was to provide an example of how anti piracy initiatives are received and understood by the receivers of the message. This was performed by collecting and analyzing the users spontaneous reactions as entered as comments on the Youtube page for the clip by qualitatively categorizing the contents using a bottom up approach. The results suggest that people practicing Internet-based culture consumption (IBCC) do this in more nuanced ways than is assumed in the film, where they are polarized as either “common thieves” or “good citizens”.

    Abstract [en]

    In 2014, the European Commission initiated a process to strengthen science 2.0 as a core research policy concept. However, this turned into a substantial ideational shift. The concept of science 2.0 was dropped. Instead, open science became established as one of the three pillars of the €94 billion research framework programme Horizon Europe. This article scrutinises the official narrative regarding the shift of concepts, identifying transparency issues, specifically misrepresentation of concepts and data, and the redaction of key material. This can be characterised as problems of input legitimacy. A public consultation did take place, but numerous transparency issues can be found. From science 2.0 to open science, the ideational shift was portrayed as simply a matter of exchanging two synonymous concepts. However, science 2.0 is a descriptive concept referring to science being transformed by digitalisation. In contrast, open science involves normative assumptions about how science should work and be governed.

    This article pursues the assumption that cultural policy has been disallowed regulation of cultural rights on the Internet. Instead, early initiatives on IntellectualProperty Rights have prescribed cultural policy viewpoints. Restrictions of cultural rights can be connected to gray areas of ethics and markets. The first aim of the article is to articulate concepts useful for discussing gray phenomenon given restrictions of cultural rights on the Internet. The second aim is to critically analyze the historical development of ‘copygray’ areas. These can also be positioned within the context of an evolving surveillance society. The rights of the state and of corporations to large-scale quantities of personal information have been generously enlarged through lack of restrictions relating to social media. Thus, while cultural rights become restricted, citizens are simultaneously deprived of rights to control personal information. Both of these developments can be situated within legal and ethical gray areas.

    Purpose – A multitude of transparency movements have been developed and grown strong in recentdecades. Despite their growing influence, scholarly studies have focused on individual movements.The purpose of this paper is to make a pioneering contribution in defining transparency movements.Design/methodology/approach – An exploratory approach has been used utilizing movement-specificprofessional and scholarly documents concerning 18 transparency movements.Findings – Different traditions, ideologies of openness and aspects involving connections betweenmovements have been identified as well as forms of organization.Originality/value – This is the first attempt at identifying and defining transparency movements as acontemporary phenomenon.

    Abstract [en]

    Research on professions is a troubled field marked by a reluctance to define its main concept: profession. In this text it is argued that the field has developed dominating perspectives that are of little use for professions themselves in developing identity, collaboration with other professions and increasing quality. Through a discussion of the main problems of the theory of professions, new solutions are suggested, together with a set of guidelines for a theory of professions that would be of use for professions and would-be professions. A number of main positions from earlier research are reviewed. Eight problems are seen as creating the current theoretical “dead end”. The author discusses an integrated set of solutions to resolve these problems.

    Abstract [en]

    So-called "learning technologies" often build on traditions that presuppose ideas of learning that are quite contrary to modern educational ideas. The example discussed here is the notion of "learning objects". These are built on ideals of structuring and reusing educational content according to the object-oriented tradition within computer science. It is argued that this tradition, together with the established practices of producing instructional materials within instructional design, have developed a series of top-down standardization projects that are out of tune with modern pedagogy. It is also maintained that these projects have failed to connect with the opportunities created through social tagging. Furthermore, the key technology of XML, so crucial for advanced web applications, can be seen as constituted by a number of ideological layers. It is argued that part of the failure of learning objects lies in the reproduction of key ideological layers, rather than adapting XML to the actual needs of professional practice, in this c With modern pedagogy.

    Purpose - Throughout its history, information retrieval has struggled to handle contradictory needs of system oriented and user-oriented research. Information retrieval has gradually, starting in the 1960s, moved toward handling the needs of the user. This paper aims to consider the way boundaries toward the user and user-oriented perspectives are drawn, renegotiated and re-drawn. Design/methodology/approach - The central concept of relevance is seen as a boundary concept, complex and flexible, that is continuously redefined in order to manage boundaries. Five influential research papers from the 1960s and early 1970s are analysed in order to understand usage of the concept during a period when psychological and cognitive research tools began to be discussed as a possibility. Findings - Relevance does not only carry an explanatory function, but also serves a purpose relating to the identity of the field. Key contributions on research on relevance seems to, as a by-product, draw a boundary giving legitimacy to certain theoretical resources while demarcating against others. The strategies that are identified in the key texts are intent on finding, representing, justifying and strengthening a boundary that includes and excludes a reasonable amount of complexity associated with the user. Originality/value - The paper explores a central concept within information retrieval and information science in a new way. It also supplies a fresh perspective on the development of information retrieval during the 1960s and 1970s.

    The Internet is one of man’s greatest inventions. As all transformative technologies, it leaves a stamp on society, social action and values. This is actually a case of the Internet and society mutually constructing each other. Therefore, as the Internet is in constant transformation, social values rebound and impact on further development. This paper is concerned with systems of values grouped around core ideas, here described as ideologies, which continuously renegotiates the development of the Internet. Three basic ideas are identified as underpinning the development of the packet switching system during the 1960s. It is argued that the historical development of the ARPANET, the Internet and the World Wide Web, as well as current developments, are all variations of these three ideas: the distributed network, the envelope and the identifier. It is maintained that these are translated into value systems, ideologies, held by different social groups. These three ideologies are conceptualised as speedism, boxism and markism. These are discussed in relation to various trends in past and current development of the Internet. This paper is also concerned with concepts articulated by Jonathan Zittrain in his book The future of the Internet and how to stop it (2008), in particular the generative Internet and tethered appliances.

    Abstract [en]

    Introduction. Research linking sustainable development and information science has been sparse. In addition, while the United Nations early on recognized the importance of information for sustainable development, there has been very little progress in linking sustainable development with information related issues, such as information and communication technologies. A basic problem is the difficulty in connecting highly flexible concepts such as information andinformation society to the complex concept of sustainable development. Method. This paper reviews the development of the concept of sustainable development, discusses various failures connecting it to information as a strategic resource and attempts an articulation of the concept of sustainable information, building on sustainable development. Conclusions. Sustainable information is seen to consist of two distinct parts: information for sustainable development (seen as a resource for the project of sustainable development) and development of sustainable information (creating sustainable information and communication technologies). It is argued that an articulation of sustainable information is important for information science and neighbouring research disciplines. The paper concludes with suggestions on integrating concepts of sustainable information into educational programmes for information professionals. Specific emphasis is placed on sustainable information as an area to be developed within information ethics

    The 2020s is on track to become one of the most transformative decades in human history. On the one hand, numerous mature technologies will have their mainstream breakthrough in the years to come. As these are combined in various and innovative ways, all human endeavours are likely to be transformed. This has been talked about in terms of the fourth Industrial Revolution. On the other hand, unchecked exploitation of human resources, particularly in the form of climate change, needs to be efficiently dealt with during the 2020s. The United Nations has stipulated a strategic plan, Agenda 2030, to deal with these, including a strict deadline at the end of the decade. Curiously, few academic researchers work with both the fourth Industrial Revolution and Agenda 2030. The imperative of combining strategic work on these is in this article called the challenge of challenges. The chapter is concerned with the articulation of this meta-challenge as well as discussing the role of academic research, more specifically that of information science. It is argued that information science is well situated to make substantial contributions to the challenges of challenges. Three distinct areas within such contributions are outlined: sustainable targets/indicators, open science, and sustainable information literacies.

    Purpose – The article aims to identify areas of potential research support that none of the traditional supportive actors (libraries, IT units, information units) have concerned themselves with, arguing for new tasks and roles for the academic library, specifically the special librarian. Design/methodology/approach – Areas of “overload” in the digital practice of contemporary researchers are identified and then connected to various personalized digital tools. The article explores the idea that attention to new aspects of researchers information needs creates a potential for developing personalized meta-services at academic libraries. Findings – It is possible to identify a wealth of new services that can, if put into practice, substantially redefine the relationship between academic librarians and researchers. This entails a turn from service aimed at novice users to sophisticated end-users. Such ideas also carry implications for LIS education programs and the need to build on special librarians who uphold competence in distinct knowledge domains. Two forms of domain-specific meta-services are explored: as support for collaboration and support for presentation. Practical implications – It is suggested that academic libraries systematically utilize the “full cost” model of project funding in order to exhibit concrete benefits of personalized meta-services. The article holds implications for both academic libraries and for LIS educational institutions. Originality/value – Personalized meta-services constitute a relatively fresh topic and have previously not been explored in connection with academic libraries.
