    Abstract [en]

    The study examines the representation of women, and the existence of any gender patterns in municipal politics. The study also illustrates gender distribution in the city of Borås. A survey of the female elected local councilors has been conducted to illustrate how the situation regarding gender patterns look like in the current situation. In addition, we also conducted semi-structured interviews with respondents from the various parties active in local politics in the city of Borås to get a comprehension in the situation of female politicians. We constructed the interviews on the basis of the reference framework, and then coupled with our respondents' personal experiences with our analysis model.The areas that we have examined are the representation of women, the barriers they face in politics, as well as horizontal and vertical gender division of labor. Our survey shows that there is a lack of female representation in local politics in the city of Borås, to some extent, and also what impact this has in the political situation that exists. Moreover, the survey shows that both a horizontal and vertical gender division of labor exists in the municipality of Borås.The study is written in Swedish.

    Abstract [en]

    The purpose of the thesis is to understand and analyse councillors’ view on women in Mauritian politics. This thesis focuses on their experiences after the implementation of gender quota in local government which led to an increased women’s representation in local politics as well as the consequences derived from it. The empirical material for this thesis has been gathered through qualitative interviews with male and female councillors from three municipalities in Mauritius. The theoretical framework is divided into three parts which are used to analyse different points from the empirical material. In the theoretical framework we have included theories about the ways to increase women’s representation, why women should be active in politics, and about gender quota. To analyse the empirics from a theoretical point of view, we have divided the results into three sub-categories which are the respondents’ stance to gender quota and women’s representation in politics, the theory of critical mass and the change in political agenda, as well as the councillors’ attitudes towards female politicians. The results from this thesis show that the notion that politics is solely a male domain has begun to change. The increased women’s representation has shown that women are as competent as men in the political field. However, the results do not show a notable change in the political agenda, because not enough time has passed to see any differences. Women in Mauritius are today more accepted to partake in politics but there is still a long way to go for them to be considered equal members as men in the political world.

    Denna studie behandlar delaktighet inom en byråkratisk organisationsform i en västsvensk kommun. Den ämnar ta reda på om demografiska faktorer har en avgörande betydelse för hur personal upplever delaktighet på arbetsplatsen. Med hjälp av en enkätstudie jämförs kön, ålder och anställningslängd mot tre nivåer av delaktighet: att få sin röst hörd, möjlighet till att forma arbetsplatsen och att inkluderas i beslutsprocesser. Chi-två metoden används för att upptäcka eventuella samband. De tre nivåerna av delaktighet har arbetats fram genom teorin om human relations, som här ställs i kontrast till byråkratin inom organisationsteorins strukturella perspektiv. Byråkratin lämnar föga utrymme för delaktighet, medan de huvudsakliga beståndsdelarna i human relations i stort handlar om just delaktighet.

    Tidigare forskning visar fördelar med delaktighet i organisationer generellt sett, men det föreligger svårigheter att applicera en sådan organisationsform i en regelstyrd kommunal verksamhet. Studien har dock ett grundläggande antagande om att personalen inom den offentliga sektorn ändå upplever ett visst mått av delaktighet. Frågan är om denna upplevda delaktighet styrs av demografiska faktorer. Svaret på denna fråga kom efter 21 hypotesprövningar, och resultatet var tydligt. Det visade att kvinnor och män, människor i studiens båda åldersgrupper och personal med olika anställningslängd upplever delaktighet på ett relativt snarlikt sätt. Det finns ingen avgörande skillnad som kan styrka att män upplever delaktighet annorlunda än kvinnor, eller någon skillnad rörande ålder eller anställningslängd. Det tycks snarare vara en fråga om att forska vidare med utgångsblick i arbetsmiljön och arbetsplatsens kultur – för att se om de faktorerna påverkar hur personalen upplever delaktighet.

    Ansvarsfördelningen mellan kommunal, regional och statlig nivå i den svenska kulturpolitiken har länge debatterats. 2009 beslöt riksdagen att en ny modell för fördelning av statliga bidrag till regional kulturverksamhet skulle inrättas. Det som kommit att kallas kultursamverkansmodellen berör i högsta grad ansvarsfördelningen mellan olika politiska nivåer och den står idag under implementering. I denna rapport studeras om och i så fall hur kultursamverkansmodellen har bidragit till att förändra den regionala och kommunala kulturpolitikens organisation och innehåll i Jämtland och Kronoberg. Studien, som fokuserar på kultursamverkansmodellen som ett uttryck för förändrad verksamhetsstyrning, vägleds av två övergripande frågeställningar:  Om och i så fall hur medför kultursamverkansmodellen en förändrad verksamhetsstyrning i Jämtland och Kronoberg, med särskilt fokus på relationen mellan regional och kommunal nivå?  Får en eventuellt förändrad verksamhetsstyrning konsekvenser för kulturpolitisk organisation och kulturpolitiska prioriteringar i Jämtland och Kronoberg och i så fall vilka? Studiens analysram utgörs av implementeringsteori och teorier om de vanligast förekommande styrningsredskap som det offentliga kan använda sig av för att genomföra politik, närmare bestämt styrning genom normbildning, organisation respektive regleringar. I studien belyses hur dessa styrningsredskap används i genomförandet av kultursamverkansmodellen. Studiens material består av dokument och intervjuer. Dokumenten utgörs huvudsakligen av kulturpolitiska styrdokument på i första hand regional och kommunal nivå, men även i viss utsträckning på statlig nivå. Semi-strukturerade intervjuer i Jämtland och Kronoberg har därtill genomförts med regionala och kommunala kulturpolitiker i ledande ställning, samt med motsvarande på tjänstemannasidan. Ett första resultat är att kultursamverkansmodellen medfört en förändrad verksamhetsstyrning i både Jämtland och Kronoberg. Denna förändring består i en förtätad dialog mellan regionala och kommunala kulturpolitiska instanser. Kultursamverkansmodellen har således bidragit till att förstärka en förändrad verksamhetsstyrning i relationen mellan regional och kommunal kulturpolitik, snarare än att modellen skapat radikalt nya former för verksamhetsstyrning. På liknande sätt har den statliga nivåns redan existerande styrning av såväl regional som kommunal kulturpolitik förstärkts snarare än radikalt förändrats; kultursamverkansmodellen har för den statliga nivån inneburit ett redskap att styra den regionala och kommunal kulturpolitiken starkare än tidigare. Ett andra resultat är att Kultursamverkansmodellens genomförande inte föranlett några förändringar i Jämtlands och Kronobergs kulturpolitiska prioriteringar. Professionell, institutionsbaserad konstnärlig verksamhet kvarstår som den regionala kulturpolitikens fokus. Detta resultat måste dock ses mot bakgrund av att modellen i de aktuella länen befinner sig i en etableringsfas, det vill säga förändringar kan eventuellt ske när modellen är inarbetad i de båda länen.

    Regional Cultural Policy in Sweden: Empirical Results, Theoretical Understandings and Consequences for Cultural Policy Research2014Conference paper (Refereed)
    Abstract [en]

    With this paper, we aim to instigate a discussion on the relevance of existing models and classifications in cultural policy research when wanting to explore regional cultural policy in Sweden. We assess the models and classifications that we deem to be most influential in English-speaking cultural policy research and find that although they have many benefits, they are not fully adequate when wanting to understand place-specific aspects and variation in regional cultural policy. We then move on to presenting findings from our own studies on Swedish regional cultural policy that make this critique relevant. We conclude with identifying the need not only for middle-range theories that are more apt when exploring local variation, but also for more empirical studies that from a comparative perspective can contribute to in-depth knowledge of the internal power structures of the cultural policy field.

    I detta paper belyser vi regional kulturpolitik i ett svenskt sammanhang, med huvudfokus på de legitimitetsproblem som denna kulturpolitik hittills uppvisat. Legitimitetsproblemen utforskas från tre olika perspektiv, där det första rör den regionala nivåns position i en nationell kontext. Det andra perspektivet riktar in sig på regionernas interna sammanhang och handlar om kulturpolitikens roll och ställning i den regionala kontexten, där legitimitet gentemot regionernas invånare står i centrum. Det tredje perspektivet är också internt och avser hur regionerna med hjälp av olika berättelser om ett regionalt mervärde försöker legitimera sin kulturpolitik. I papret försöker vi spåra orsakerna till att den regionala nivån i Sverige hittills fungerat primärt som ett instrument för att implementera statligt genererad kulturpolitik. Vi argumenterar för att svårigheterna för den regionala nivån att etablera sig som en autonom politisk aktör på det kulturpolitiska området tydligt relaterar till den regionala nivåns svårigheter med att överlag finna en förankring i en specifik och unik regional värdegemenskap.

    Abstract [en]

    Differences in the ways in which organizational units progress might be explained by existing institutions and their organization: the institutional arrangement. Research has indicated the importance of institutional change while being unable, however, to predict the conditions that trigger change. In order to understand and increase our knowledge of how to increase efficiency, it is important to understand the transition from the instrumental to the ceremonial and how and why ceremonial values are questioned and dismantled. This paper contains the condensed results of studies of different types of municipalities. It describes the characteristics and discusses the ways in which changes were implemented. The paper shows that different types of municipalities appear to contain strong ceremonial values, which prevent them from adapting to changed circumstances and to maintain efficiency over time. The existing institutional arrangement needs to be challenged, for example by implementing organizational changes.

    Föreliggande rapport utgör det nationella kommunforskningsprogrammets slutrapport. I rapporten sammanfattas och kommenteras de viktigaste resultaten från forskningsprogrammet. När vi i efterhand sammanfattar de genomförda studier ges en tydlig bild av att det aldrig var någon kommunalekonomisk kris. De genomförda studierna illustrerar samtidigt problemen som är förenade med att genomföra studier efter att en kris eller annan oväntad händelse ägt rum. I efterhand är det svårt att klarlägga huruvida det egentligen var en kris och vilka åtgärder som vidtogs och varför dessa åtgärder vidtogs.

    The following study deals with the integration of new arrivals in Sweden. A societal problem is depicted which theories conclude is the result of an organizational problem among the partners in the establishment reform. The purpose of this essay is to study how the collaborating authorities and municipalities work together to influence the integration and establishment of new arrivals and also whether the use of more forceful means of actions would prove to contribute to an effective integration of newcomers. Two designated municipalities and all administrative authorities, with the exception of the Swedish Migration Agency, were interviewed to answer the essay questions. The results point towards a good cooperation between the parties; however, a lack of clarity of the partners' responsibilities and duties has been found. With previous experiences as a basis it can be argued that there is a high probability that the usage of more forceful means of actions could be an effective means of integrating newcomers by preventing large proportions from moving to segregated areas, where poor conditions for integration is prevalent.     Abstract [en]

    In today's society there is gender segregation in the labor market, which means that women and men have different professions. Some occupations are regarding as male and others as female. Despite this, some women choose working in male-dominated workplaces. The study aims to examine how female university teachers experience the work situation in a male- dominated section and in a female-dominated section at a college. Our study illustrates female university teachers’ well-being, what obstacles and hardships female university teachers face, female university teachers’ cooperation with their male colleagues and how they handle these circumstances, in both sections. The study is based on two theories, namely organizational perspective and gender theoretical perspectives.

    The study is based on a hermeneutic analysis, and interviews with five female university teachers from the female-dominated section and five female university teachers from the male-dominated section. The study’s results shows that women from both sections experienced good attitude and satisfaction at the workplace, but there are larger extent obstacles and resistance as to climb up in the organizational hierarchy,  power  and  negative  comments  from  male  colleagues,  in  the  male-dominated section. This means that the gender inequality remains mainly in the male-dominated section. To constantly discuss gender issues is very important so that these gender issues will be reduced.

    Abstract [en]

    Based on SCB’s statistical measurements, approximately one in every fourth youth between the ages of 15 to 24 is counted as unemployed and are today those that are the highest represented among the unemployed. The way into the Labour market can be a difficult one for this age group. Reasons that can obstruct are lack of merits, unsubstantial education and the general belief that they are unprepared for the working life. Those that are the most vulnerable and are the hardest to match are people with a dysfunctional background, linguistic difficulties, undiagnosed mental health issues and learning disabilities.

    The purpose of this essay is to examine how administrators at the Employment Agency in Borås work to get unemployed youths out on the Labour Market. This essay also examines why there are certain matching problems and why some youths are harder to get out on the Labour Market than others. To answer these questions, qualitative interviews have been held with three employees at the Employment Agency and four unemployed youths.

    In the results, the essay concludes that the high unemployed rate of youths, are because of students who seek an extra income that are included in the group of jobseekers. Matching problems are also a contributing factor to the high unemployment rate. Youths with an interrupted primary or secondary education and youths with physical and also mental issues are harder to match and make them near impossible to hire. The youths who were seeking employment and registered within the Employment Agency had a diverse background of unfinished studies and the conclusion is that these factors are contributing to the matching problems. A larger portion of youths who have this type of problem would’ve earlier not been registered in the Employment Agency before and would have been forced into early retirement, or registered with a different state agency. In the current situation, the Unemployment Agency allows anyone to register with them as openly unemployed, regardless of how far away from the Labour Market they are.

The clearer a local government is about the nature and degree to which it needs to act as a democracy actor (better citizens and better government) and/or a service delivery actor (better decision making), the greater the prospect that it can choose appropriate electronic means through an e-governance approach to meet those ends. In order to guide an e-governance practice and inform further research, this chapter: provides models that articulate the elements that constitute better decision making, better citizens, and better government, and presents examples from five local governments of how electronic means can satisfy particular ends.

    Abstract [en]

    Quality assurance systems are common in the organizational world today. Since 2009, all Swedish government agencies are obliged to have an environmental management system, which should also needs to be certified according to ISO 14001 or EMAS. When organizations adopt this type of system it often leads to large variations in outcomes. In some organizations the concept will not be much more than a decision document or an ineffective policy, known almost exclusively by the management team. In other organizations the system is implemented down in the organization and has practical implications on the operational activities, with positive outcomes as a result. These variations have been documented in previous studies where several organizations that have adopted the same concept have been compared. This has been done on a comprehensive level in which researchers have sought general answers to what causes variations in outcomes. The contribution from this case study is a deep analysis at a micro level where a single organization has been studied. It excludes the possibility of a comparative approach towards other certified educational institutions, but on the other hand, it leaves room for a more detailed analysis of the unique organizational context. The organization in question, The University of Borås, introduced an ISO certified environmental management system in 2012. The study aims to explain the outcome of this introduction by analyzing the influencing aspects that occurred. The empirical data on which the analysis is based on consists of datasets from semi-structured interviews and studies of documents from a five-year period. These influencing aspects can be found both in the driving forces behind the introduction and also in the implementation process of the environmental management system. Together they provide a detailed overview of what favored and what counteracted the process of getting the quality assurance system to generate efficient quality results, based on local and specific conditions in the organization. Two aspects that favored the implementation process of the environmental management system emerges with particular clarity in this case study; The creation of a shared vision within the organization around the introduced concept, and also the development of artifacts, such as structures, policies and procedures related to the environmental management system. The latter presupposes not changing attitudes of individuals within the organization, but it still leads to performance improvements and thereby affecting the outcome in a positive way.The language of this paper is Swedish.

    Abstract [en]

    The purpose of this essay is to research if there should be any difference between how schools prevent bullying and cyberbullying. The empirical data was gathered through interviews with four different public secondary school staff and through surveys with each schools’ pupils. The staff that were interviewed were either a principal or a vice principal together with either a school counsellor or a teaching assistant. The students that participated in the survey were from seventh or eighth grade of each school. According to Swedish law, schools have to work against bullying in all their forms. Bullying can eventuate to negative effects and should therefore be prevented. Theories define bullying with three criteria: repeating, intentionality and an imbalance of power. These criteria are different when it comes to cyberbullying. Besides the theories about bullying and cyberbullying, this essay also includes theories about bullying causes and preventions of it. According to the respondents, there is no difference between bullying and cyberbullying. Due to this, they mean that there should not be any difference in the schools’ preventive work either.

    The results from the survey showed that more students think their school has a more successful preventive work against bullying than cyberbullying. The conclusion that we draw in the discussion is that the schools make a difference in the process when bullying or cyberbullying has occurred, in sense of evidence gathering. We would, however, like to see that the supportive work in the future will involve information about the consequences of cyberbullying, for example the penalties for the bully and how the victim is affected.

    Abstract [en]

    This paper addresses long waiting times in Swedish emergency units by examining if appropriate theories are applied to the healthcare sector. This is examined with a case study of the healthcare sector in Västra Götaland County where we have conducted semi-structured interviews with five members of the staff responsible for providing the county’s politicians with information for healthcare decisions as well as supporting the politicians in managing the healthcare sector. It is a qualitative study with an abductive approach.The findings from our empirical research indicate that one major reason for the emergency units’ long waiting times is that they have an influx of patients with relatively mild illnesses that could have been handled in the primary care. Explanations for that are that clients often are ill-informed and often expect to get better care at emergency units than in the primary care. Many of the emergency units’ misplaced patients are elderly and chronically ill.This study indicates that inappropriate theories have been applied to the healthcare sector in Västra Götaland County. The inspiration for the healthcare sector seems to be from traditional economics to a large extent. We conclude, however, that traditional economics is inappropriate on the healthcare sector in Västra Götaland County because of the lacking supply, lacking competition, irrational clients and risk for disadvantages. Instead, we suggest a higher focus on sociological market theories.This study is limited by the relatively low amount of interview subjects. We have, however, found indications in our empirical material for a connection between disadvantaged clients in the primary care and the increased influx to the emergency units. We hope that this could provide ideas for future and more elaborate studies.This paper is written in Swedish.

    This essay is about how some of the already established parties have responded to the Feminist Initiative and it’s entry into politics and the parties' views on gender equality and feminism.We have used qualitative methods in the form of interviews and data collection. We interviewed the parties regarding their ideology and attitude as well as the strategies they have adopted to address niche party Feminist Initiative. We have looked at Position, salience and ownership, PSO-theory to see if the parties have used out the strategies significantly in theory. We also studied how the advent of the Feminist Initiative has affected the established parties' priorities and profiling the issues of gender equality and feminism. We also focus on earlier research on feminism.Parties look different on feminism and gender equality. After interviewing the desired parties it will show clear links with PSO-theory. We also studied whether the parties have put feminism and gender equality higher up on the political agenda since the Feminist Initiative's entry into politics.The original text is in Swedish.

    A subject that is recurrent in media is the use of relay doctors. The topic is current and according to us unexplored. This study was conducted to provide insight of health center's management and ways of working to be an attractive workplace. We have through interviews created a picture of the relay doctors' views of working in a health center and about why they choose this form of employment. To obtain data, we have assumed a theoretical framework that has covered how an interaction can occur between the allocation of functions, ways to lead and ways to create motivation. This has been the basis for our choice of semi-structured interviews. The most obvious factor has been crucial to select a position as a relay doctor instead of a permanent employment proves to be freedom. This freedom has given the doctors has more control over their working time and choice of holiday in terms of both duration and when. Something that clearly emerges from this study is the lack of time that is often mentioned in most contexts. Health care managers feel that they do not have enough time for development and doctors consider themselves have too little time for patients and administrative work. Previous research involves management and organization in healthcare mainly in large hospitals, while research on smaller units is largely lacking. Furthermore, this study opens up for further research in primary care as this study demonstrates that there are clear gaps existing resources and workload. The language of this paper is Swedish.

    Between September 2010 and August 2011, the Swedish Police force began to implement a new investigation support system, PUST (Polisens UtredningsStöd). The purpose of this was to make debriefing more efficient and thereby enable more police officers to be visible out on the streets. The system was considered successful when using the platform Java, however, after only a few months the decision was taken by the Police management to replace the platform by a standard system, PUST Siebel. Unlike Java, Siebel was harshly criticised as it was perceived to be cumbersome and complicated to use. Then, in February 2014, the decision was taken to shut down PUST Siebel.This led to us formulating the question; Which factors led to PUST Siebel being discontinued?To be able to answer our research question we carried out a qualitative study where the starting point was to look into the problems that can arise when implementing a larger IT- system in the public sector. We interviewed six representatives from the Police Department in Gothenburg, Borås and Jönköping. All of the respondents had direct experience of working with PUST Siebel. The main focus of our study is how usability and actability affect the implementation of a larger IT- system.Previous research has shown that usability and actability are often deprioritised when an IT- system is developed. One reason is that there is a lack of knowledge regarding these aspects, which means that the needs of the users are not fully understood. The authors Lind et (2011) says that one consequence of this could be that the system created is illogical and not sustainable long term. The result of our study shows that usability and actability are important aspects to consider when implementing an IT- system. When an IT-system is due to be implemented it should be developed in such a way so that it benefits the users.One contributing factor that led to PUST Siebel being discontinued was that the system not was complete when it was introduced into the business, which led to the users perceived the system as illogical and difficult to work in. Another contributing factor to the demise was that it was made a wrong decision about switching to a standard system where it subsequently turns out that there was no technical skills on how such a system works and is structured.     Today, Sweden has developed into a multicultural country along with several different ethnicities in the urban community. This development has resulted in a state of fragmentation in the community. In this study, we choose to focus on the ethnic residential segregation that occurs all over the country. In order to accomplish this study, we also choose to confine ourselves to the urban district Norrby in Borås. The purpose of this study, is to research what factors that mainly can explain why complex collaboration projects turns out to be successful or problematic. Trust and collaboration are linked to the study through this purpose in order to create an understanding of how collaboration and trust in complex networks involving a great number of participants and other individuals could appear. In order to accomplish the study, we have immersed in how City of Borås implements their intentions and interventions in order to reduce the ethnic residential segregation in Norrby. The study includes a qualitative research study, together with qualitative interviews from different participants in Borås. The results show that it exists different factors which influence both prosperity and setbacks in projects of collaboration. The factors influencing prosperity, is that participants support each other in the collaboration, shows openness and reciprocity towards each other. These are factors which improve trust and collaboration. Other factors that also improve the creation of trust in collaboration is that the parties handle their area of responsibility and allow the other participants, but also the residents to be a part of the collaboration process. The repressive factors are among other, a lack of resources in the collaboration process, which leads to promises being broken. Working with integration is also a comprehensive task, which have resulted in responsibility and commitment in collaboration requires constant intervening. Finally, the last factors consist of the fact that it occurs a lack of communication and reciprocity between the participants, as well as between the residential and some participants whom are being perceived passive.     Abstract [en]

    It has become increasingly common to use projects as a form of organization when implementing public policies in the area of social welfare, and in other policy areas as well. The EU, along with its various structural funds, is a key player behind this development in Europe, but the same trend can also be found at national and regional levels in other countries. In previous research, we have identified political, administrative, and organizational motives behind this trend toward more project-based organizations within public administration (Jensen et al. 2013). The problem with this trend is that this form of project organization carries inherent challenges when these projects are intended to be implemented in permanent organizational structures.

     

    The purpose of this paper is to identify problems and challenges that public administrations face when the project is used as a structural form of organization (i.e., as a policy tool) when implementing public policy.

     

    This article takes as its starting point the policy implementation research and especially the seminal work of Richard Matland (1995), who bases his implementation analysis on the variables policy conflict and policy ambiguity. The use of these important variables makes it possible to identify various paradigms in implementation research, as well as factors that can explain the implementation results. This research tradition is complemented by research on temporary organizations. Our analysis shows that the use of project organization puts special demands on the players involved; and that if these demands are not taken into account, there is a high risk that projects designed to bring about social change risk becoming isolated events that do not produce the intended effects.

    Within the functions of government agencies, accountability is a necessity for civil servants to ensure that appropriate levels of authority are being exercised. However criticism has been raised, that inefficient processes within the government agencies have led to reduced accountability. This is to be explained from two categories of theoretical explanations; whether there exists a cultural looseness, or if accountability occurs in a more utilitarian way. The purpose of this study is to examine when misconduct takes place in a government agency, if reduced accountability is imminent or chimera. In order to better understand the perception of accountability in government agencies, the question has been examined regarding The Social Insurance Agency on a local level. The study requires a qualitative method and a case study limited to The Social Insurance Agency. Ten interviews were conducted. The respondents represent several different professions, with differing levels of accountability. Their perceptions have illustrated how accountability takes form in a government agency. The empirical material has been analyzed through three theoretical perspectives; the Rational, the Cultural, and the Symbolic. The conclusion is that the reduction is chimera. The Social Insurance Agency have found more utilitarian ways to hold civil servants accountable for their actions. The seemingly reduced accountability can be explained by an agency´s choice to deal with misconduct by using competence to improve actions.This study is written in Swedish.

    Vår studie baseras på enhetschefers upplevda arbetssituation. Offentliga verksamheter ska verkställa politiskt fattade beslut och därigenom tjäna allmännas intresse. Enhetschefer i den offentliga sektorn befinner sig i skärningspunkt mellan olika intressenter och ska tillgodose olika intressenters behov.

    Studiens syfte är att få en ökad förståelse för enhetschefers upplevda arbetssituation utifrån krav-kontroll-stödmodellen. Med stöd från tidigare forskning vill vi få en ökad förståelse för om arbetssituationen upplevs som stressanden för enhetschefer i den offentliga sektorn. Studien syftar också till att försöka förstå enhetschefernas upplevelser i relation till organisatoriska faktorer av olika styrningsförfaranden såsom mål- och resultatstyrning som präglar den offentliga sektorn till följd av New Public Management. Offentliga verksamheter är strikt styrda av budget samt tvingas vara kostnadseffektiva i sitt utförande, det har visats i vår studie vara en tänkbar faktor till en upplevd stressad arbetssituation för enhetschefer i den offentliga sektorn.

    Studiens resultat grundas på tidigare forskning, teorier, samt genom kvalitativ metod där tillvägagångssättet har varit intervjuer med sju kommunala enhetschefer. Vi kan generellt se att det kan bli problematiskt för enhetscheferna att skapa jämvikt mellan ekonomiska riktlinjer som sätts upp av politiker i samband med att tjäna allmännas intresse, som kan medföra upplevd stressad arbetssituation. Vårt resultat visar att enhetschefer har höga krav samt högt beslutsutrymme att planera sitt dagliga arbete. Decentralisering genom New Public Management har lett till ökad arbetsbelastning för enhetscheferna vilket har genererat administrativt arbete som är ett ytterligare krav på enhetschefen. Grad av stöd varierar för våra respondenter. Enhetschefer med delat chefskap har högsta graden av stöd, både socioemotionellt och instrumentellt.

    According to the Swedish school law, the principal is in charge for the school organization. The task includes administrative tasks and pedagogical leadership, which means that the headmaster has two distinct logics to deal with, managerialism and professionalism. The qualitative methodology study is focusing on the pedagogical leadership that must be exercised in parallel with administrative tasks where economic regulatory conditions are significant and differ between public and independent school activities. Pedagogical leadership should lead to good outcomes for the students and is therefore considered important. There has been no direct research concerning the principal's shared leadership within the school system but a lot of research within healthcare can be applied in this area since healthcare has several similarities to the school organization. A so-called hybrid role has within healthcare been considered difficult for one person to manage. In this role, professionalism and managerialism are combined which can be linked to the principal’s role where both logics have to be handled by one person. Based on this this study will examine whether it is possible for two people to share the role of the principal equally, a so-called shared leadership. However, it is not required by law to implement this solution when every school organization may only have one regular principal. Elements of shared leadership can, however, be applied as a solution for the principal, for example by delegating tasks to an assistant principal.Since the management teams are controlled differently the outcome has been various in diverse school systems. The principal of the public school has been able to practice more pedagogical leadership since there normally exist one or several assistant principals to whom they can delegate administrative tasks. This is different from principals in independent school organizations, which generally are alone in the management team. In cases where the principal is alone in the leadership, it should be useful to see whether there are opportunities to appoint an assistant principal to join the management team to ease the burden. The appointment of an assistant principal would facilitate the principals' work, but because of the independent schools’ permanent requirement not to exceed the budget, the possibility is limited to assign an assistant principal in each individual case.This study is written in Swedish

    I takt med att samhället och hälso- och sjukvården förändras torde det vara så att ledare ständigt hanterar minskade resurser som kan påverka arbetsförhållanden. I en tid då behovet av engagerade medarbetare är som störst, är arbetsmiljön en viktig faktor. Ledarnas förhållningssätt och handlingar påverkas av förväntningar, krav och faktiska förhållanden på arbetet. Ledarskapet måste anpassas och vara flexibelt för att kunna möta situationer som uppstår på arbetsplatsen. Syftet med studien är att undersöka hur första linjens chefer inom äldreomsorgen beskriver sitt ledarskap. En kvalitativ ansats med semistrukturerade intervjuer har valts. I intervjuerna utkristalliserade sig sju kategorier: omsorg om medarbetarna, tillit till medarbetarna, öppet tillåtande klimat för medarbetarna, bekräfta medarbetarna, skapa delaktighet för medarbetarna, ge möjligheter till kompetens för medarbetarna och tydlig styrning i verksamheten för medarbetarna. Materialet analyserades och bearbetades. Materialet i studien var med en geografisk spridning med sex chefer från båda könen i åldrarna 30 till 58 år. Respondenterna har ansvar för olika verksamhetsområden inom äldreomsorgen. Respondenternas svar överraskade då författarnas erfarenhet är att många chefer idag inte alltid har förutsättningar att kunna vara närvarande hos medarbetarna på arbetsplatsen. Första linjens chefer inom äldreomsorgen beskriver sitt ledarskap att vara närvarande, att stimulera medarbetarna och att inge förtroende.

    The Swedish Correctional has troughout the years been a subject to critisism concerning the work inside the correctionals insitutions, and 2006 they implemented basic values to clarify the way to work inside the institutions to ensure that the work was beeing properly executed. Therefore the object of this essay has been to evaluate how two organizations, KRIS Halmstad and KRIS Kalmar, was experiencing the basic values and its fulfilling. The purpose has also been to examine if the implement has had a significans and if there were any differenses or similarities between the two organizations. Moreover was another object to examine the similarities between the Swedish and the American Correctional. Through two case studies three individuals from each organization has been interviewed, a total of six interviews. According to KRIS Halmstad there was no fulfilling of the basic values because merely a few parts were fulfilled. In KRIS Kalmar they were percieved as a bit better. There was a fulfilling of the basic values, though it was week. Because of the abscense of fulfilling of the basic values according to KRIS Halmstad, no measures of the output could be done. According to KRIS Kalmar the implement has not had any significance as only two out of nine parts of the basic values has been improved. The essay is written in swedish.

    Privatisering av utbildning och hur friskolor faktiskt drivs har länge varit ett debatterat ämne i Sverige. Det är därför angeläget att undersöka hur rektorer och lärare vid gymnasieskolor uppfattar friskolereformen och hur den påverkar deras arbete. Uppsatsens syfte är att undersöka hur lärare och rektorer upplever att friskolereformen, det vill säga marknadsorientering- en, påverkar styrning och organisering av utbildning. Uppsatsens fokus är inriktat på hur rektorer och lärare upplever att marknadsorienteringen påverkar utbildningsorganisationen och hur den påverkar ledarskapet. Uppsatsens teoretiska ram ligger på två nivåer. Vi använder dels teorier på organisationsnivå såsom New Public Management och Freidsons (2001) tre logiker om marknad, byråkrati och profession. Vi använder också Linds (2011) teori om transformativt ledarskap samt Malténs (2000) teori om det pedagogiska ledarskapet.

    Vi har med hjälp av en kvalitativ metod genomfört semistrukturerade intervjuer på tre fristående gymnasieskolor i Västsverige där vi intervjuat en rektor respektive en lärare på vardera skola. Intervjuguiden är baserad på fyra olika huvudteman; friskolereformen, konkurrens & marknad, ekonomi och ledarskap. Samtliga respondenter anser att friskolereformen till stor del har inneburit en positiv förändring för gymnasieskolorna i Sverige, men flera av dem är också kritiska till den och dess effekter. Det som ansågs vara bra med reformen var exempelvis möjligheten till ett fritt skolval. En annan aspekt som majoriteten av respondenterna såg som positiv och nyttig var att möjligheterna till förändring förbättrades. Samtliga rektorer var också överens om att sättet en fristående skola styrs på rent organisatoriskt är fördelaktigt. Det här är en effekt av privatise- ringen och tolkas tydligt genom NPM där gymnasieskolan styrs mer som ett företag än som en offentligt styrd gymnasieskola. Det som ansågs vara en mindre bra effekt av friskolerefor- men var exempelvis det faktum att en del av de fristående skolorna drivs av börsnoterade koncerner. Flera av lärarna var kritiska mot detta och de menade att det ibland flyttade bort fokus från utbildningen.

    Omvärlden och förutsättningarna för ledarskap i kommunerna förändras fortlöpande. Kravställarna på de offentligt finansierade tjänsterna är flera och deras åsikter eller intressen går ibland isär. Förvaltningschefen befinner sig i skärningspunkten mellan politik och förvaltning. Mittpositionen är intressant eftersom den innebär att chefer är underordnande i relation till politiker, överordnade i relation till anställda och sidoordnande i relation till kollegor. Chefer förutsätts kunna hantera och balansera olika intressenters krav. Ofta fungerar hanteringen och balanseringen bra, men ibland kolliderar kraven och då kan det uppstå konflikter. Chefer kan ibland uppleva att de befinner sig i ett korstryck mellan olika intressenters krav. Studien syftar till att bidra med kunskap om chefskapets komplexitet i politiskt styrda verksamheter. Förvaltningschefer hanterar krav i kommuner som kan betraktas som dynamiska komplexa system (dks) med inbyggda osäkerhetszoner i organisationen. I studiens centrum är tolv kommunala förvaltningschefer ansvariga för tre verksamhetsområden: utbildning, social verksamhet samt teknik och samhällsbyggnad. Undersökningen visar hur studiens chefer upplever krav från tre intressentgrupper: politiker, anställda samt interna och externa intressenter. Chefernas sätt att hantera och balansera kraven varierar och beror på lokala förutsättningar, relationer och situationer, samt på deras egna erfarenheter och förhållningssätt. Orsakerna till att det uppstår konflikter eller dilemmasituationer är flera. Varför framförallt motstridiga krav kan vara svåra att hantera eller balansera framgår av studiens resultat.

    The purpose of the thesis is to understand and analyze the present situation of gender equality in politics in the Philippines, investigate women's opportunities to be politically active and to exercise political influence. Finally find out if there is a difference in horizontal and vertical positions between women's and men's representation in politics and investigate further possibilities and problems that might be associated with women's political representation in the Philippines. The empirical material for this thesis has been gathered through qualitative interviews with male and female politicians from Manila, the capital of the Philippines. The theoretical framework is divided into different parts which are used to analyse various points from the empirical material. In this chapter, we included theories about differences between gender experiences and why women should be politically active. As well as the meaning of an overrepresentation of a certain group in politics and the possible reasons to women’s underrepresentation in politics as well as the arguments about women's presence in politics, and also the horizontal and vertical segregations. To analyse the empirics from a theoretical point of view, we have divided the results into three sub-categories which are the respondents' attitude to the present situation of gender equality in politics, women's opportunities to be politically active and to make political influence and the horizontal or vertical divisions between women and men's positions in politics. 

    The results from this thesis shows that women are as competent as men in the political field, and they have a lot of experiences to contribute with in politics that benefit all the citizens, but it is easier for women to come in politics if they are a part of a political clan. But these women, who replace their family members, usually pursue those members’ decision, but do not act according to their own will.

    De senaste decennier har organiseringen av välfärdssamhället genomgått flera förändringen. En tendens är att man i de offentliga organisationerna söker andra möjligheter för hur den offentliga sektorn ska organiseras, än att upprätta stabila förvaltningsstrukturer. Det finns en mängd andra organisatoriska lösningar som prövas för att kunna erbjuda olika välfärdstjänster. Det kan handla om olika former av nätverksorganisering, samverkan eller projekt. I alla tre fallen är de former som används för såväl intern organisering, som för att etablera relationer till omgivningen. En anledning till att dessa nya former av organisering etableras är att det finns ett behov av att överskrida gängse förvaltningsgränser, professionsgränser och/eller gränser för huvudmannaskapet. Behovet av gränsöverskridande tyder på att de etablerade strukturerna för exempelvis kommunal verksamhet är för begränsande för att lösa den kommunala uppgiften och att det krävs kompletterande organisatoriska lösningar som går utanför de traditionella organisationsgränserna. Det behövs en möjlighet att hantera gängse gränser för verksamheten genom att antingen dekonstruera gränserna för att finna vägar att överskrida dem till förmån för nya arbetsformer eller genom att konstruera nya gränser för att inrätta nya verksamheter. Flera studier visar att de offentliga organisationerna inom många av sina verksamhetsområden prövar nya organisationsformer. Inte minst har marknadiseringen (Blomquist, 1996; Rombach, 1997) och decentraliseringen (Czarniawska-Joerges, 1988) av offentlig verksamhet inneburit förändringar för hur välfärden organiseras. Därutöver kommer interorganisatoriska samverkansformer (Oliver, 1990, Lindqvist, 2003), nätverksorganisering (Hertting, 2003) och projektifieringen (Lundin och Söderholm, 1997; Jensen et al, 2007) som i sin tur utmanar mer etablerade och möjligen mer stabila organisationsformer. Syftet med konferenspappret är att diskutera problematiken med en mer flexibel organisering av välfärdssektorns organisationer. Å ena sidan har stabila gränser uttryckta i en varaktig förvaltningsstruktur borgat för en viss klarhet i vilken begränsningar som föreligger i organisationens uppdrag och kompetens. Det har samtidigt försvårat uppdragets genomförande då medborgarnas behov inte visar sig vara lika avgränsade som förvaltningarnas uppdrag. Å andra sidan har mer flexibla gränser för verksamhetens genomförande i form av projekt, nätverk eller interorganisatorisk samverkan givit en möjlighet att skapa allianser för att utveckla en mer sammansatt kompetens och lösa förvaltningarnas delvis överlappande uppdrag. På samma gång som flexiblare organisering tenderat till att skapa en större oklarhet om var gränsen går för uppdraget och visat på aktörernas oförmåga att integrera flexibla gränser med mer stabila gränser.

    For several years, the development of the Swedish public sector has been accompanied by a discussion about inter-organizational collaboration, which has been examined in several national experiments. The experience, however, indicates significant difficulties in implementing collaboration in local authorities’ regular activities. This article argues that organizing inter-organizational collaboration in projects tends to be counterproductive, since the purpose of this collaboration is to increase the integration of local authorities. This article is based on case studies of three different collaboration projects. Each project is analyzed in relation to the way collaboration is organized within the project and how the relationship to the local authorities’ activities is designed. The outcome of these studies shows that while collaboration projects increase integration between the responsible authorities, the integration stays within the projects. This is due to the fact that the projects were designed as units separate from the responsible authorities. As a result, the collaboration that occurs in the projects is not implemented in the local authorities’ activities, and the viability of the increased integration of different responsible authorities does not extend beyond the projects.

    Styrgruppens praktik handlar i hög grad om hur styrgruppen organiserar sina möten,vilket i sin tur avgör om gruppens medlemmar upplever om mötena är meningsfullaoch effektiva. Förutsättningarna för detta är ofta att det finns en tydlighetkring vad som är styrgruppens uppdrag, syfte med mötena och på vilket sättmötena genomförs.En central förutsättning för många styrgrupper är att de är ansvariga för en verksamhetsom överskrider gängse organisationsstrukturer. Den är ett samarbete, ettprojekt, en satsning, en reform eller något liknande skäl som gör att de som sitter istyrgruppen ofta är chefer för en annan verksamhet eller en annan organisation.Rapporten pekar på framför allt tre aspekter som styrgruppen behöver ta ansvarför när dess arbete organiseras. En är att skapa en tydlig mötesstruktur för att undvikaatt gruppen endast följa redan institutionaliserade former. En annan är engenomtänkt organisering av mötena där gränsöverskridande arbete är en centraldel och en tredje är att skapa ett samtalsklimat som tillåter en dialog där olika typerav argument ges utrymme i samtalet.

    Project Management in the Context of Public Welfare Practices—Identifying Critical Aspects in Cross-Boundary Relationships2016Conference paper (Refereed)
    Abstract [en]

    The project is often used when implementing public policies. The problem is that the project organization itself often carries inherent challenges when the outcomes of these projects are to be implemented in permanent organizational structures. We claim that the cross-boundary relationships between the time-based logic of the project organization and the routine-based logic of most public bureaucracies are not sufficiently understood in project management literature.

     

    The purpose of this paper is to identify problems and challenges that project managers face when handling cross-boundary relationships between the time-based logic of project organizations and the routine-based logic of public bureaucracies. The analysis shows that the challenges differ partly depending on whether the task is about creating new operations or changing the current operations, partly on the number of permanent organizations that are involved. If these challenges are not taken into account there is risk that urgent change will not be implemented in public administrations.
