Ett förfrågningsunderlag utgör en viktig del av upphandlingsprocessen mellan beställare och entreprenör. Underlaget innefattar viktiga dokument som har en avgörande roll för byggprojekt. Trots det präglas förfrågningsunderlag av bristfälligheter som påverkar framsteg och kvalitet hos byggprojekt inom väg- och anläggningsbranschen.

Ett bristfälligt förfrågningsunderlag bestående av tekniska beskrivningar (TB), Administrativa föreskrifter och övriga dokument kan leda till kostnadsöverstiganden och förseningar i infrastrukturprojekt. Detta fenomen är ofta förknippat med otydligt skrivande, bristande kommunikation och ineffektiva arbetssätt enligt intervjuer med Trafikverkets personal.

Genom en grundläggande litteraturstudie samt kvalitativa intervjuer, har det identifierats och analyserat bristfälligheter i förfrågningsunderlag vid en totalentreprenad för Administrativa föreskrifter. Med hjälp av intervjufrågor har ett resultat sammanställts, för att presentera medverkande respondenters synpunkter och erfarenheter på brister i förfrågningsunderlag med fokus på AFD.161-dokument.

Resultaten av intervjustudien visade att brister i otydligt skrivande, kommunikation och ineffektiva arbetssätt var vanliga orsaker till uppkomsten av problem i förfrågningsunderlaget. Samtliga brister hade allvarliga konsekvenser för projektens ekonomi, tid och kvalitet. Detta betydde ökade kostnader, tidsfördröjningar och tillkommande ÄTA-arbeten.

En granskning och analysering av respondenternas svar skapade en djupare förståelse för orsaker till bristerna i förfrågningsunderlag och huruvida dessa påverkade projekts utfall. Detta möjliggjorde förslag till åtgärder för att förbättra hanteringen av förfrågningsunderlag i framtida projekt.

Diskussionen fokuserade på att identifiera potentiella lösningar och förbättringar för att hantera de bristfälligheter som upptäckts i förfrågningsunderlag. Genom att adressera dessa problem kan projektledare och andra intressenter arbeta för att förbättra processen för planering och genomförande av infrastrukturprojekt.

Besides this there is imperfections in the contract documents that affects the progress and quality of the construction projects in the road and construction industry.

Imperfections in tender documents for the administrative provisions (AFD.161) can lead to coast overruns and delays in the infrastructure projects. This phenomenon if often associated with unclear writing, lack of communication and inefficient working methods according to the interviewers with Trafikverkets staff.

Through a severe literature study and qualitative interviews, it has been identified and analyzed weaknesses in tenders documents in a turnkey contract for the administrative regulations. With the help of interview questions, a result has been complied, in order to present the views and experiences of participants respondents on deficiencies in tender documents with a focus on AFD.161 document.

The results of the interview study showed that weaknesses in unclear writing, lack of communication and inefficient working methods were common reasons för the occurrence of problems in the tender document. All weaknesses had serious consequences for the finances, time and quality of the projects. This meant increased costs, time delays and some additional alterations and alterations.

A review and analysis of the respondents answers created a deeper understanding of the reasons for the weaknesses in the tenders documents and whether these affected the outcome of the project. This made it possible to propose measures to improve the management of tender documents in future project.
