This essay examines school library development at the International School of the Gothenburg Region (ISGR) 2013-2014 by discerning important factors in the development process. The method is an ethnographical approach with an empirical material of interviews, observations and collected documents such as standards. The empirical material is analyzed according to grounded theory in order to find important strategies, signs of school culture and social processes concerning the development of the library. The essay highlights the value of education, collaboration, the school management’s support, a generous budget and of bringing in school culture in the development of the school library. It also discerns important values which effect the development process favorably.
