Syftet med denna studie är att undersöka hur krisberedskap och krishantering fungerar hos olika kommuner i Sverige för att finna likheter och skillnader mellan kommuner av olika befolkningsstorlekar samt vilken roll den faktorn har i krisarbetet. Teorierna kring ämnet tillämpande i denna studie anser att oavsett storlek står kommuner inför samma typ av kriser fast i olika omfattningar beroende på hur stor kommunen är. Vidare hävdar teorierna att skillnader i resurser och humant kapital mellan kommuner påverkar kommunens förmåga att hantera kriser. Mindre kommuner med begränsade resurser behöver därför samarbeta med andra kommuner för att kompensera den bristen på resurser. För att besvara på frågeställningarna och studiens övergripande ämne genomfördes en semistrukturerad intervju med sex kommuner i varierande storlekar. Dokumentanalys användes som komplettering när en kommun inte kunde ställa upp. Analysen av resultatet från undersökningen visar att det finns vissa organisatoriska skillnader mellan kommunerna, samt att kommuner samverkar med andra kommuner som har liknande befolkningsstorlek. Studiens slutsats är att kommunstorlek, oavsett om den har en direkt eller indirekt påverkan, är en relevant faktor som påverkar kommuner och deras förmåga att förebygga och hantera kriser.

The purpose of this study is to investigate how crisis preparedness and crisis management work in different municipalities in Sweden to find similarities and differences between municipalities of different population sizes and what role that factor has in crisis work. The theories surrounding the topic of application in this study believe that regardless of size, municipalities face the same type of crises but to different extents depending on how big the municipality is. Furthermore, the theories claim that differences in resources and human capital between municipalities affect the municipality's ability to handle crises. Smaller municipalities with limited resources therefore need to cooperate with other municipalities to compensate for the lack of resources. To answer the questions and the overall topic of the study, a semi-structured interview was conducted with six municipalities of varying sizes. Document analysis was used as a supplement when a municipality could not come forward. The analysis of the results from the survey shows that there are certain organizational differences between the municipalities, and that municipalities cooperate with other municipalities that have a similar population size. The study's conclusion is that municipality size, regardless of whether it has a direct or indirect impact, is a relevant factor that affects municipalities and their ability to prevent and manage crises.
