Syftet med denna studie är att förstå hur olika myndigheter samverkar för att tidigare dömda personer skall kunna ta sig tillbaka ut på arbetsmarknaden. Denna studie har lagt sitt fokus på två huvudfrågor som ska undersökas närmare, den första frågan är vilken samverkan Borås stad har för att hjälpa tidigare dömda att få arbete och den andra frågan är vilka svårigheter samt möjligheter som uppkommer vid samverkan mellan olika myndigheter/förvaltningar. I denna studie intervjuas fyra olika personer från fyra olika myndigheter och detta har lett till att vi har fått ett större inblick i hur arbetet sköts och vad för svårigheter de möter på. Teorin som tillämpas i denna studie är Samverkansteorin.

Studien visade på att det finns ett pågående samarbete mellan myndigheterna, dock behöver arbetet utvecklas så att de kan hjälpa allt fler människor och inte bara ett fåtal. Denna utveckling är något de jobbat på länge och det har delvis blivit bättre men det behöver bli ännu bättre. Myndigheterna försöker konstant utveckla sitt arbete men eftersom att de alla har olika regelverk samt en annan kultur inom organisation uppstår det en svårighet i hur de handlägger ett ärende. Detta leder då till att det tar längre tid för en att få den hjälpen de behöver, denna processen är en av de svårigheter som uppstår.

In this study we aim to understand how the cooperation works between different authorities when working to bring ex- offenders back to work. This study is based on two main questions, the first primary question is about what kind of cooperation there is between authorities in Boras city to help ex- offenders land a job. In the second question we focus on what kind of difficulties and opportunities authorities experience when collaborating. With the help of interviewing four different representatives from three different authorities, has given us a greater insight in how the cooperation works and what kind of hardships they experience. The theory used in this study is collaboration theory.

The study showed in the result that there is an ongoing collaboration between the authorities that needs to be developed further which they have focused on over the years. But this can improve and be even better with some adjustments so they can help more people. The difficulties that appear for the authorities is something they are working on constantly to improve. The authorities are working on how to help one in need faster but because of the differences in policies and culture in the organizations they collaborate with the process gets delayed and it takes a longer time for an ex- offender to get help.
