Detta är en kvalitativ studie vars syfte är att undersöka hur aktörerna i festivalnätverket uppfattar och hanterar ansvarsfrågan rörande sexualbrott i samband med musikfestivaler, med fokus på att reda ut ansvarsfördelningen mellan festivalaktörerna. Vidare redogörs de faktorer som påverkar risknivån för sexualbrott på festivaler och på vilket sätt aktörerna i ett festivalnätverk kan skapa förutsättningar för att undvika sexualbrott på festivaler. Det empiriska materialet har samlats in genom semistrukturerade intervjuer med aktörer i festivalnätverk och genom kvalitativa innehållsanalyser av olika organisationers rutindokument. Resultatet visar på att festivalnätverkets aktörer anser att sexualbrottsproblematiken är viktig att bemöta och att de har ett ansvar för att arbeta preventivt mot att det inträffar sexualbrott på festivaler. Det skiljer sig i hur aktörerna i nätverket uppfattar festivalarrangörens ansvar och ansvarstagande för sexualbrott och det saknas tydliga skriftliga rutiner och ansvarsfördelningar. Alla festivalaktörer är eniga om att sexualbrott är ett samhällsproblem och att de måste samarbeta och samverka för att bemöta problematiken. Festivalaktörerna visar på olika åtgärder som de tror kan bidra till att minimera antalet incidenter, men vissa val av strategier tyder ändå på att festivalaktörerna inte alltid prioriterar säkerhetsarbetet på grund av kostnadsmässiga eller kompetensmässiga brister.

This qualitative study examines how stakeholders in the festival network perceive and manage responsibility regarding sexual offenses in connection to music festivals and discusses how responsibilities is sorted out between the stakeholders. Factors that influence the level of risk of sexual offenses at festivals are described and how stakeholders in a festival networks can create conditions to avoid sexual offenses. The empirical data has been collected through semi-structured interviews with stakeholders in festival networks and through qualitative content analysis of various organizations' routine documents. The result shows that the stakeholders in the festival networks believe that sexual offenses are an important problem to address and that they consider themselves to have a responsibility to work preventively. There are a range of diversity on how the stakeholders in the networks perceive the responsibility of the festival organizer and their responsibility concerning sexual offenses in festivals. In some cases, there are no documented procedures and unclear division of responsibilities between the stakeholders. All festival stakeholders are consentient that sexual offenses are a social problem and that they must cooperate to address the problem. Festival stakeholders show various activities that they believe can contribute to reduce the number of incidents, but certain choices of strategies nevertheless indicate that the festival organizer do not always prioritize safety work due to cost-related or competence-related shortcomings.
