Abstract [en]

The aim of this thesis is to contribute to the field of information politics, in the areas of the future regulation of The Fundamental Law on Freedom of Expression and The Freedom of the Press Act. The focus of the study is to discursively examine how ideas and perspectives on technological developments are expressed in a pending Swedish legislative proposal. The empirical data consists of an interim government report, SOU 2010:68, written by Yttrandefrihetskommittén (Committee on Freedom of Expression) and analysed using Norman Fairclough's Critical Discourse Analysis. The analysis is conducted on three levels: a textual level, a discursive practice level and a social practice level. On the textual level we found that the committee continously uses significantly charged expressions to describe technological development. On the discursive practice level two discourses were identified. A deterministic discourse is prevalent in passages where technological issues are described, and an intrumentalistic discourse dominates passages where the political regulation for dealing with technological development problems is described. On the social practice level we found that a discussion with a focus on the idea of technological neutrality is used as a means of meeting the political incitements which gave rise to the report itself. The results show that the idea of neutralizing the publication technologies connected with the rights of freedom of expression in Swedish legislation is proposed is two ways. Firstly, by describing problems connected with technological development in deterministic terms, and secondly, by suggesting political measures for dealing with the problems in instrumentalistic terms.
