The purpose of this thesis is to study how reading promotion for children is described in municipal library plans. The thesis is based on two research questions; How is the reading promotion activity for children described in the municipal library plans and are there clear differences or similarities between the descriptions in the different municipal library plans? What approaches to reading appear in the municipal library plans? The method that has been used to analyse the material is qualitative content analysis. The theories used in the thesis is based on Aidan Chambers model “the reading circle” and a model of three different approaches to reading and reading promotion; the pragmatic, the emancipatory and the traditionalistic. The results of the study showed that the descriptions of the reading promotion activity for children showed great similarities between the different library plans when it comes to the activities provided by the libraries. The study also shows that the library plans differ in terms of the extent to which the reading promotion activity for children is described. The most common reading promotion activities described are book talk, author visits, book circle and story-time. The result show that all of the approaches to reading can be seen in the municipal library plans and that some library plans showed more than one view on reading. The study also showed that collaboration is important and common in reading promotion for children at libraries.
