Abstract [sv]

När det skall genomföras en organisationsförändring i en offentlig verksamhet kan det bero på att verksamheten vill moderniseras och effektiviseras. En organisationsförändring kan vara känslig för personalen som det drabbar och det kan exempelvis uppstå oroligheter för att informationen kan brista på flera sätt. Den uppmärksammade kaotiska organisationsförändringen kan tillsynes bero på olika faktorer, en utav dessa faktorer kan vara ett osynligt ledarskap. Denna studie syftar till att undersöka hur ledarskapet hos cheferna ser ut under Arbetsförmedlingens omorganisering. Studien bygger på en kvalitativ metod där åtta intervjuer har genomförts med medarbetare som innehar olika yrkesroller. Det insamlade materialet har utgått från fyra teoretiska referensramar; det autentiska ledarskapet, det coachande ledarskapet, det strategiska ledarskapet samt det relationsbaserade ledarskapet. Genom dessa teorier har medarbetarna fått berätta hur deras upplevelser har varit kring deras chefers ledarskap under omorganiseringen. Studiens slutsatser visar på att ledarskapet på Arbetsförmedlingen har haft många brister.

Abstract [en]

When there is an organizational change to implement in the public service, the reasons can be to modernize or to make the organization more effective. An organizational change can be emotional for the affected employees, for instance the employes may be worried because of the lack of information or even false information distributed by the executives. In this study the chaotic organizational change may apparently depend on many different factors, one of these factors can be invisible leadership. This study refer to investigate the leadership by the managers and how it has been affected by the organizational change in Arbetsförmedlingen.This study is established on a qualitative method where eight interviews has been done with employees who hold different occupational roles. The material has been collected based on four theoretical references; the authentic leadership, the coaching leadership, the strategic leadership and the relationship-based leadership. Through these theoretical references, the employees have recounted their experiences has been around their managers leadership during the reorganization. This study's conclusions shows that the leadership on Arbetsförmedlingen has several faults.
