Are We Prepared? : The Role of Public Libraries in Times of Crisis (Engelska)

This study examines the role of public libraries in times of crisis from an implementation theory perspective. The Swedish National Library Strategy, adopted in April 2022, states that libraries might have an important role to play in Sweden’s total defence. To see how this is being put into practice, we have conducted a quantitative text analysis of 86 recent public library plans, and interviews with library managers from seven different municipalities about their thoughts on libraries in times of crisis. While there is great variation in pre-existing conditions and resources, most of our interviewees agree that the topic is being actively discussed. However, there is still a great deal of confusion regarding the matter. According to our interviewees, providing the public with credible information is an important task for libraries in times of crisis, but staff might lack the necessary education and training. The role of a safe haven, a secure public space open to everyone, seems to be even more critical. Keeping the library open is considered particularly important for those reliant on the library for digital support and computer access. We draw the conclusion that if public libraries are to have a more formalized role in the total defence, this role must be much more distinctly defined on the national level. Furthermore, librarians need to strengthen their competence in regards to source criticism, civics and interacting with people in crisis situations.
